The Department of Administration (DOA), Division of Personnel Management (DPM) currently has two management level Human Resources positions available. One of the positions will serve as Human Resources Director for the Department of Administration. The other position will serve as the Deputy Human Resources Director overseeing an HR team that supports the workforce at the Department of Health Services (DHS). These positions have the ability to work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. The DOA position will be headquartered at the Downtown DOA Building (101 E. Wilson, Madison, WI) and the DHS position has an office location at the DHS State Office Building (1 W. Wilson, Madison, WI).This position may be required to travel to in-state healthcare facilities for meetings, training, etc.

Position Summary
The DOA Human Resources Director is responsible for managing the day-to-day delivery of a full-scope comprehensive Human Resources program for the agency, as well as numerous boards and agencies that receive administrative support from DOA. The position reports to a Regional Human Resources Director in the Division of Personnel Management. Specific responsibilities are as follows:
- Providing ongoing guidance, training, and supervision to a nine-person HR team.
- Assessing and identifying opportunities to streamline, standardize, automate HR processes and policies.
- Providing information and consultation on Human Resources management issues.
- Managing the monitoring, reporting and improvement of in-scope services and performance metrics.
- Ensuring regular progress updates are communicated to leadership, managers and supervisors in the assigned agencies.
The DHS Deputy Human Resources Director is responsible for the direction, administration, and evaluation of a full-scope comprehensive human resource program for DHS. The position reports to the DHS Human Resources Director. Specific responsibilities are as follows:
- Providing ongoing guidance, training, and supervision to DHS Bureau of Human Resources Program staff.
- Managing and directing all operational activities in the DHS Human Resources Program.
- Modifying, developing, and implementing program-related policies and procedures.
- Providing strategic leadership and evaluating opportunities for operational improvement.
Salary Information
These positions are in classification Human Resources Manager, pay schedule-range 81-01 with an annual salary of $101,920 - $114,400, plus excellent benefits. A two-year Career Executive trial period is required. For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan effective at time of hire.
Job Details
Employment will require the selected candidate to pass a background check. The Department of Administration does not sponsor work visas. All persons hired will be required to verify eligibility to work in the United States without sponsorship when completing the I-9 form upon hire.

Qualifications

Minimally qualified applicants must describe experience with all the following:
- Managing at least one of the following Human Resources program areas:

- Providing management support and consultation to high level managers/leaders in an organization (e.g., agency head, executive leadership, division administrators, the leader of a private sector business/organization such as President or CEO, other department managers/leaders in various industries, etc.) on Human Resources programs and topics.
- Supervising Human Resources staff, including setting goals, evaluating performance, and guiding employee development.
- Developing and implementing Human Resources policies and procedures for an entire organization.
In addition to the minimum qualifications above, well-qualified applicants will also have experience with at least some of the following:
- Managing two or more Human Resources program areas.
- Providing management support and consultation to a variety of high-level managers/leaders.
- Working in a large/complex organization with broader spans of control (e.g. supporting a workforce in excess of 1,000 employees; supervising other managers/supervisors or large teams in excess of 20 employees).
- Leading and/or implementing strategic initiatives for an organization (e.g. redesigning complex HR related programs, leading process improvement initiatives to streamline operations, facilitating organizational change, etc.)
- Analyzing data to drive decision making processes.
- Working in the public sector.
- Working as a Human Resources professional in a health care setting (e.g., nursing homes/long-term care, hospitals, clinics, or acute care settings).
