Official Title: Administrative Associate Director (B) Business Title: Associate Director of Parent, Family and Community Engagement Employment Class: Non-Instructional Academic Staff FTE: 1.0 Compensation: $70,000-$74,048 FLSA Status: Exempt Terms of Employment: Fixed Term Terminal Position Summary: This administrative position is responsible for the planning, leadership, coordination and oversight of Parent, Family, Community Engagement and Program Governance in accordance with federal Head Start Performance Standards, Wisconsin Childcare Licensing and University policies. Work collaboratively with the Head Start Administrative and Program Leadership teams and directly lead and supervise staff supporting families. 30%

  1. Lead, direct and oversee a team of professionals with a strong vision for quality in line with the mission and vision of the program while providing internal program control for expenditures and administrative paperwork.

    1. Lead training and support to staff to embrace quality initiatives, resolve conflicts, and increase understanding of family engagement, culture of poverty, and impact of trauma.

    2. Build a positive, caring and supportive relationship with staff through recognizing their existing strengths and capabilities and engaging them in reflective discussion regarding their growth and development.

    3. Encouraging staff understanding of the importance of Parental involvement in all aspects of their child's development, participation in family events, and addressing parents' concerns.

    4. Leadership, team building, and coordination with other members of team, content area experts and program staff. Participate and contribute to regular leadership meetings.

  1. Lead and oversee implementation of Family and Community Partnerships as outlined in the Head Start Program Performance Standards through high quality programming and collaboration to support strong partnerships that engage families in their children's school readiness and healthy development.

    1. Establish ongoing collaborative relationships with community organizations to promote the access of children and families to community services that are responsive to their needs and to ensure that the program responds to community needs, including: mental health, nutrition, family preservation, child protective services, local education agencies, dental/ medical providers, family literacy, and parenting.

    2. Develop, oversee, and ensure implementation of family goal setting and/or family partnership agreements which engages parents, increases access to resources and is responsive to needs.

    3. Collaborate, develop, and ensure opportunities for parents to enhance their parenting skills, knowledge and understanding of educational and developmental needs and activities of their children. Ensure opportunities for children and families to participate in family literacy services.

    4. Develop and ensure family engagement outcomes within the Parent Family and Community Engagement framework. Lead analysis of program family outcome data and develop plans to increase staff performance, family success, and professional development needs.

    5. Ensure regular attendance, monitor absenteeism, and ensure follow up and support.

    6. Act as resource to support staff professional development and awareness regarding child abuse and neglect, referring to community supports, and making reports to governmental agencies.

    7. Advocate and collaborate in the community including social service, mental health, law enforcement, and domestic violence intervention agencies, advocacy related to community issues that affect families' well-being. Develop Community Partnership Agreements as appropriate.

    8. Lead the completion of annual community assessments and insure the collection of data and the preparation of a major assessment per standards.

  1. Lead and oversee program governance and volunteers.

    1. Establish and maintain a formal structure of shared governance through which parents can participate in policy making or in other decisions about the program through a well-developed Policy Council.

    2. Coordinate and support facilitation of Board of Advisors with varied representation from community and University.

    3. Encourage volunteers from the community to participate in the Head Start program; develop a structured approach for staff, consultant, and volunteer training and development; and ensure proper documentation.

    4. Support policy council representative's participation in training, community events, and WHSA events.

  1. Provide Professional Development and collaborate in the community.

    1. Responsible for planning, managing or providing training and professional development opportunities to support growth in reflective practices, implementation of Parent and Family Engagement framework, and Head Start standards.  

    2. Conducts family needs assessments and compiles data related to training needs.

    3. Develop, mentor, and support effective Family Resource Specialists and facilitate regular meetings.

    4. Stay abreast of initiatives and developments in the field.

    5. Collaborate and network with Professionals in Community, Head Start Association, Higher Education, and school districts.

    6. Collaborate in the community to advocate for children and families, stay abreast of community needs and services, and network with other early childhood professionals.

  1. Supervise, mentor and assess family resource specialists and other assigned staff and provide guidance and reflection.

    1. Lead family resource specialists who support enrolled families. Provide support for performance development, observation/assessment of staff, and employment issues.

    2. Provide supervisory leadership, consultation, performance appraisals and professional development planning for family resource specialists and assigned staff.

    3. Lead the recruitment, hiring, and orientation process for new family resource specialist staff.

Required Qualifications:

  • Bachelor's degree in social work or related field

  • Experience in program leadership, management or supervision 

  • Experience with low-income children and families

  • Experience leading or mentoring effective high-quality child/family services.

  • Experience working with a variety of constituencies to build collaborative relationships and Exhibits openness to differences in culture, language, personal background, and teaching and learning style among colleagues and participants.

  • Proficient in Microsoft Word, PowerPoint and Excel

Preferred:

Preferred Qualifications:

  • Master's degree in social work or related field.

  • Three or more years of experience with Head Start performance standards relating to Parent, Family, Community Engagement or Program Governance

  • Demonstrates an ability to formulate strategic planning and execute strategic initiatives.

  • Experience implementing family education and/or parenting curriculum.

  • Experience working with Child Protective Services, child custody, or school homeless liaisons.

  • Familiarity with ethnic background and heritage of families in the program

  • Familiarity with the culture of low-income families and the issues of homelessness
