Position Title: Director of Human Resources
Department: Human Resources
Reports To: School Business Official
SUMMARY:
Provides assistance and direct administration of the district's human resource functions, to include providing strategic vision, leadership, and management. Coordinates district efforts to recruit, hire, develop and retain a highly qualified workforce.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Supports district administrators, managers and supervisors on issues related to employee discipline and employment for the purpose of ensuring consistent application of policy and all applicable employment law.
- Administers and implements personnel policies and programs for the purpose of conforming to relevant laws, district policies, contracts and agreements.
- Administers professional association agreements and labor union master contracts for the purpose of ensuring personnel practices are in compliance.
- Advises the administration on a variety of employment topics/concerns for the purpose of ensuring he/she is current on relevant concerns.
- Reviews and develops employee job descriptions.
- With the building Principals, Directors, Superintendent, School Business Official and Director of Teaching and Learning develops staffing proposals, for the purpose of meeting District goals within budget considerations.
- Maintains and monitors FTE allocations are within the District budget allocations.
- Facilitates the Board Human Resources Committee
- Directs employee recruitment functions and facilitates the hiring process:
- Development of employment application process, policies, procedures, training, supervisor orientations for the purpose of ensuring that selection procedures comply with applicable federal and state regulation.
- Oversees the recruitment and hiring process for the purpose of filling openings with qualified personnel.
- Assists administration in selection of existing employees transfers for the purpose of ensuring positions are filled by the individual that best meets the job description and the needs of the District.
- Audits departments/school sites for the purpose of ensuring Human Resources practices are implemented as directed by District procedure, policy and/or state/federal regulation.
- Assists with negotiation of labor agreements, developing proposals and negotiation strategy.
- Ensures certified staff are properly licensed per state and federal regulations.
- Directs employee background process for the purpose of ensuring District is compliant with applicable state regulations and local policy
- Manages employee health/accommodation requests for the purpose of ensuring a healthy workforce is available to the District.
- Collaborates with the Director of Teaching and Learning and principals regarding the Teacher Mentor Program for the purpose of ensuring newly hired teachers receive support and orientation to District culture, practices and policies.
- Interprets Governing Board policies, state and federal regulations for the purpose of ensuring the District is compliant with
- Consults with legal counsel on personnel matters when necessary.
- Investigates grievances and/or complaints from employees (e.g. sexual harassment, pay and/or assignment disputes, etc.) for the purpose of reaching resolutions that provide a healthy work environment.
- Coordinates or conducts exit interviews to determine reasons behind separation.
- Supervises personnel record keeping procedures for the purpose of ensuring personnel processes are in compliance with District, state and federal requirements.
- Manages employee handbooks and master contract documents.
- Serves as District Equity Coordinator:
- Develops and maintains a working knowledge of Title IX (gender equity), and Americans with Disability Act (disability equity), Title VI of the Civil Rights Act (race/national origin equity) and relevant laws of the State of Iowa.
- Ensures that information about the non-discrimination policies, harassment/bullying/hazing policies, the name and contact information for the Equity Coordinator, and information about the related grievance procedure is disseminated annually to the Board of Education, administrators, all employees, students, parents, and applicants for employment. This information must be included in all major annual publications and the school district's website.
- Performs other duties as assigned to ensure efficient and effective operation of district programs.
WORK ENVIRONMENT:
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some climbing and balancing, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. This job is performed in a generally clean and healthy environment.
QUALIFICATION REQUIREMENTS:
- Bachelor's degree in Human Resource Management or related field with a Master's degree preferred.
- Previous experience leading a Human Resource Department in a school setting preferred.
