The Director of Human Resources will provide strategic leadership, direction, and continuous improvement for programs, initiatives, processes, and procedures that align with Sioux City’s philosophy, people strategies and overall business objectives. The role will serve as the architect and catalyst for creating an HR function that supports UPH’s evolving business and people strategies, initiatives and forward-thinking, all while collaborating cross-functionally to champion best practices, reduce risk and ensuring compliance with all Federal, State, and local entities.

Strategic Planning & Delivery
- Collaborates with senior leadership to establish organizational goals and strategy related to staffing, recruiting, and retention.
- Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organizations human resource compliance and strategy needs.
- Oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
- Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
- Conducts research and analysis of organizational trends including review of reports and metrics from the organizations human resource information system (HRIS) or talent management system.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in Human Resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
- Monitors and ensures the organizations compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
Management Operations
- Develops and implements departmental budget.
- Facilitates professional development, training, and certification activities for HR staff.
- Responsible for hiring, firing and disciplinary actions and completion of performance evaluations of assigned direct reports.
Basic UPH Performance Criteria

- Demonstrates ability to meet business needs of department with regular, reliable attendance.
- Team member maintains current licenses and/or certifications required for the position.
- Practices and reflects knowledge of HIPAA, TJC, DNV, OSHA and other federal/state regulatory agencies guiding healthcare.
- Completes all annual education and competency requirements within the calendar year.
- Is knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g., Medicare and Medicaid) regarding fraud, waste, and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance
Minimum Requirements

Education:
· Bachelor’s degree in Human Resources, Business Administration or related field required.
· Master’s degree in Human Resources, Business Administration or related field, preferred.
Experience:
· 10-12 years of Human Resources experience required with a minimum of 5 years management experience.
License(s)/Certification(s):
Valid driver’s license when driving any vehicle for work-related reasons.
· SHRM-CP or SHRM-SCP highly preferred.
Knowledge/Skills/Abilities:
· Knowledge of Federal and State employment regulations.
· Knowledge of personnel practices and theories.
· Strong verbal and written communication skills.
· Ability to take initiative and exercise independent judgment, decision making and problem-solving expertise.
· Ability to work as a team member.
· Ability to understand and apply guidelines, policies, and procedures.
· Knowledge of general computer system applications and experience with Microsoft Office software applications (i.e. Word, Excel)
