    Payroll Specialist
    JOB DESCRIPTION

    Purpose Statement

    The job of Payroll Specialist is done for the purpose/s of ensuring accuracy of information and adherence to procedures prior to processing employee bi-weekly payroll; providing necessary information for making decisions, taking appropriate action and/or complying with established fiscal guidelines; administering payroll procedures, training and monitoring daily payroll processes, and achieving the department’s overall objectives in a timely manner.

    Essential Functions

    • Assists with the processing of a bi-weekly payroll in the payroll software system, includes running reports, verifying data and maintaining employee information
    • Oversees the accuracy of all employee positions (e.g. position FTE, salary, calendars, etc)
    • Set-up and calculate employee bi-weekly supplemental/stipend pays
    • Process Electronic Personnel Action Requests (ePARs) for new hires, position changes, terminations , leaves, supplemental pays, position funding corrections, etc.
    • Audits different areas of payroll for the purpose of reconciling discrepancies and ensuring the accuracy of data. Maintains processes and audit trails for all payroll transactions
    • Monitors 20/20 eligibility for compliance with Arizona State Retirement System, Prop 206 eligibility for all employees, and employee leave of absences
    • Verify information input into the payroll system for accuracy for both new and existing employees regarding personal information, salary, leave plans and deductions.
    • Assists in the day-to-day operations of the Payroll department
    • Sets- up and processes bi-weekly employee garnishments
    • Verifies the annual rollover of employee payroll information from one fiscal year to the next
    • Assists in the preparation of various reports (e.g., , t, gross to net calculations, etc.) for the purpose of providing written support and/or conveying information to district personnel, local, county, state and/or federal agencies.
    • Attends various seminars and workshops (e.g. labor law, government requirements, payroll, etc.) for the purpose of conveying and/or receiving information.
    • Assists in developing reporting processes, procedures and internal controls (e.g. calculation reports, etc.) for the purpose of maintaining accurate records in an effective manner.
    • Maintains various fiscal information, files and records.
    • Serves as a lead to other Payroll personnel
    • Maintains employee confidence and protects payroll operations by keeping information confidential
    • Researches discrepancies of bi-weekly employee pay information, (e.g., and accuracy of information imported from other systems ( e.g. sub system and timekeeping system, etc.) , etc.) for the purpose of ensuring accuracy and adherence to procedures prior to processing.
    • Responds to inquiries regarding various procedures and requirements (e.g. wage levies and garnishments, child support, s, , direct deposits, etc.) for the purpose of providing necessary information for making decisions, taking appropriate action and/or complying with established fiscal guidelines.

    Other Functions

    • Assists other personnel for the purpose of supporting them in the completion of their work activities.

    SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skills required to satisfactorily perform the functions of the job include: administering personnel policies and practices; applying pertinent codes, policies, regulations and/or laws as related to pay roll; communicating with persons of varied cultural and educational backgrounds; operating standard office equipment including utilizing pertinent software applications; planning and managing projects/programs; preparing and maintaining accurate records; and performing accounting/pay roll procedures.
    KNOWLEDGE is required to perform algebra and/or geometry; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and solve practical problems. Specific knowledge required to satisfactorily perform the functions of the job includes: state and federal regulations regarding pay roll management
    ABILITY is required to schedule a significant number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize specific, job-related equipment. In working with others, problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific abilities required to satisfactorily perform the functions of the job include: adapting to changing work environment and/or priorities; being attentive to detail; meeting deadlines and schedules; and working under time constraints.

    Responsibilities include: working under limited supervision using standardized practices and/or methods; directing other persons within a small work unit; and monitoring budget expenditures. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is a continual opportunity to significantly impact the Organization’s services.

    Working Environment

    The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling; and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and healthy environment.
