Under the limited direction of a Senior Human Resources Analyst, the Human Resources Training Analyst performs difficult administrative and technical work developing and administering a comprehensive development program for City employees, and related work as apparent or assigned.
Qualification Requirements

- Assists in the management of comprehensive employee development program for 2,500 employees
- Coordinates training opportunities with third-party vendors as required
- Designs, structures and implements specialized learning plans by job classification
- Regularly evaluates program offerings and prepares reports of the same
- Maintains and provides training benchmarking data
- Administers learning plans in electronic Learning Management System (LMS)
- Supports organizational succession planning programs and initiatives
- Supports employee performance appraisal process and performance management system
- Assists in the management with employee development pay incentives
- Manages standard and special projects and reporting as required

EDUCATION AND EXPERIENCE
Successful candidates will possess the following minimum education and experience:
- At least a Bachelor's degree in Human Resources, education, instructional design, communications, or closely related field
- Closely related fields will include at least 60 course hours in the above subjects
- One (1) to three (3) years of responsible HR/Employee Development and Training experience
- Candidates with experience significantly greater than the minimum requirement may be considered with or without meeting educational requirements
- At least one (1) industry-recognized Human Resources certification
- (e.g. SHRM-SCP/CP, SPHR/PHR, IPMA-SCP/CP)
- At least one (1) Industry-recognized training/development certification
- (e.g. Certified Professional Coach, Certified Professional in Learning and Performance, Certified Professional in Training Management)
- Portfolio of instructional design and curriculum development
- Verifiable program evaluation experience
PHYSICAL REQUIREMENTS
