- Interprets and counsels employees and supervisors on policies, rules, and regulations governing Human Resources management; and
- Reviews, researches and recommends revisions to internal policy; and
- Supports staff in the performance management process; and
- Conducts training in areas of expertise as required; and
- Prepares and distributes regular and ad hoc written reports; and
- Mediates workplace disputes between individuals and groups; and
- Maintains employee information across electronic systems; and
- Supports benefits administration for comprehensive suite of employee benefits; and
- Liaises with external agencies; and
- Drafts communications for review and publishing by leadership; and
- Conducts exit interviews; and
- Assists in the administration of leave programs; and
- Serves as a compliance officer for various local, federal and state regulations; and
- Maintains current knowledge of HR trends and recommends innovation opportunities; and
- Conducts new employee and retiree benefit orientations including open enrollment, new hire orientation, and Medicare enrollment; and
- Processes benefit enrollments, benefit changes, cancelations and terminations for employees and retirees; and
- Resolves employee benefit problems and complaints by coordinating with vendors on complex issues; and
- Processes death benefit claims request including determining applicant meets eligibility criteria based on years of services, retirement status; and
- Creates correspondences and presentations regarding benefit coverage and updates; and
- Assists departments with recruitment needs, selection, and oversees pre-employment activities during the hiring process; and
- Represents the City in unemployment hearings, grievance hearings, and other complex employee relations matters; and
- Analyzes data and completes various reports.
- Advanced proficiency in Microsoft Office Suite applications;
- Superior verbal and written communication skills;
- Training as a generalist in Human Resources work;
- Ability to work independently and manage the work of others;
- Effective relationship building skills with internal and external partners;
- Advanced critical thinking and logical reasoning ability;
- Fundamental knowledge of Human Resources practices including:

- Enhanced understanding of federal and equal employment practices and regulations
- Thorough knowledge of federal anti-discrimination statutes
Successful candidates will possess the following minimum education and experience:
- At least a Bachelor's degree in Human Resources, business administration, organizational psychology, communications, or closely related field
- Closely related fields will include at least 60 course hours in the above subjects
- At least three (3) years of progressively responsible Human Resources experience
Preferred candidates will exhibit the following advanced education/training:
- At least one (1) industry-recognized Human Resources certification
- (e.g. SHRM-SCP/CP, SPHR/PHR, IPMA-SCP/CP)
- Formal training and/or certification in employee benefits and/or plan administration
PHYSICAL REQUIREMENTS
