Description
Performs intermediate work in designing and administering the City of Winston Salem's objective to maintain fair and equitable Classification and Compensation plans. Responsible for implementing, revising, and maintaining the compensation programs, Classification and pay structures, job analysis and evaluation. Interpreting and implementing the City of Winston Salem federal, state, and local policies and regulations. Work is performed under the general direction of a Senior Analyst.

Examples of Duties
- Establish compensation and classification policies, procedures and guidelines that provide consistency.
- Conduct extensive Classification and Compensation labor market research and studies.
- Monitor internal practices and emerging trends on substantive Classification and Compensation matters in the external labor markets.
- Establish, revise, consolidate, or eliminate classes of work and determine pay grade levels in accordance with the City of Winston Salem Personnel Resolution.
- Maintain internal pay equity among City classifications.
- Conduct classification studies to ensure City positions are properly classified.
- Develop and document job analysis
- Write job descriptions
- Interprets policies, rules, and regulations governing Human Resources management.
- Analyzes data and completes various reports.
Typical Qualifications
Education and Experience: Bachelor's degree in Human Resources, organizational management, communication, business administration, or related field and moderate experience working in Human Resources administration, Classification and Compensation or equivalent combination of education and experience.
Knowledge, Skills and Abilities: Knowledge of City policies and procedures; knowledge of principles and practices of public personnel administration, ability to do in depth data analysis, strong computer skills including proficiency in Microsoft Office Suite and position specific software; strong problem-solving skills and time management; knowledge of Kronos and Cyborg database systems desired; ability to establish and maintain effective relationships with supervisors, co-workers and city staff
Physical Requirements: This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching, or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements: vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data and operating motor vehicles or equipment; work is generally in a moderately noisy location (e.g., business office, light traffic).
