The Washington Military Department is seeking an organized, creative, positive, and motivated professional to join the Human Resource, Payroll, and Safety Team. Reporting to the Human Resource Manager, responsible to provide paraprofessional and technical Human Resource support.
This is a civilian position and does not require military service affiliation.

Duties
Responsibilities include:
  • Provides technical Human Resource customer support to department staff and the public.
  • Provides general administrative support to the Human Resource and Safety Team.
  • Responsible for assisting with tracking and reporting completion status related to mandatory training requirements via the Washington State Learning Center (WSLC).
  • Performs complex data entry and run reports utilizing the Human Resource Management System (HRMS) as a Personnel Processor.
  • Assists with employee onboarding/offboarding.
  • Creates and maintains electronic and paper records.

Qualifications
REQUIRED QUALIFICATIONS
  1. High School Diploma or GED, and
  2. Four years of Human Resources, office support or administrative experience.
College level education in business, Human Resources, organizational management, or related field will substitute year for year for the experience requirement.
DESIRED QUALIFICATIONS
Experience:
  • Utilizing the State of Washington Human Resource Management System (HRMS) or other HR related information technology systems.
Skills and Abilities to:
  • Provide routine technical consultation on a variety of HR functions including but not limited to: classification, compensation, recruitment, selection, training/development, labor relations, diversity and inclusion, reasonable accommodation, and corrective/disciplinary action.
  • Provide excellent customer service to department employees and the public.
  • Understand, interpret, communicate, and apply Human Resource law and policy.
  • Accurately enter data into the HRMS system / create appointment letters with a high attention to detail.
  • Use Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, and SharePoint) to develop documents in support of program objectives.

Compensation: Wage/salary depends on qualifications or rules of promotion.
CONDITIONS OF EMPLOYMENTBackground Investigation: Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Driver's License:
  1. Valid to drive in the State of Washington.
  2. Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
Military Facility: Willingness to work on a Military Controlled Access Installation.
Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the ). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.
Work Hours: A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.
Telework:This position is eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be needed.
Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
Travel: Occasional statewide travel may be required up to 5% to include overnight stays.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
