This position may be eligible for telework. The default assigned work location of all WDFW positions - both on-site and telework-eligible positions - are within the State of Washington. Frequency of onsite work will vary based on business and operational needs.

Picture yourself as a valued HR Program Consultant to WDFW's Executive and Program Management, advising and consulting on a wide variety of Human Resource issues.
This is an opportunity to engage professionally in a wide array of Human Resource specialties with general direction from and in coordination with the Human Resource Consultant 4.
While maintaining a high level of customer service you will integrate and analyze highly complex Human Resource issues and develop solutions using innovative and effective methods/approaches.

Our HR Program Consultant,
Performs HR Consulting:
  • Research and provide interpretation and advice to agency staff and management regarding Collective Bargaining Agreement, Washington Administrative Code (WAC), other state/federal rules and laws, and policies and procedures.
  • Provides guidance, options, and tools to assist management with staff performance in assigned areas.
  • Research and analyze proposed rules, and program elements to determine impact on unit or organization operations - participate in planning and implementing new Human Resource policies and procedures in response to legislative and Agency changes.
  • Interprets complex personnel rules, labor contracts and laws - advises program managers and employees of reviews and analysis as it relates investigations, HR report data, Equal Employment Opportunity Commission (EEOC) & Human Rights Commission (HRC) responses, to assist in resolving a variety of personnel related issues.

Discipline, grievance, and labor relations assistance to HRC4:
  • With assistance from and in coordination with the HRC4, prepares documentation and recommends position on discipline, grievances, complaints and appeals.
  • Serves as representative in a variety of appeal or adjudicative forums.

Classification and position development:
  • Assists in Classification Studies that impact programs in area of responsibility.

HR Self Service Portal (JIRA), Human Resource Management System (HRMS), and NeoGov:
  • Run reports through the HR Self Service Portal (JIRA), Human Resource Management System (HRMS), and NeoGov to obtain requested information and summarize data.

WORKING CONDITIONS:
  • Work Setting, including hazards:
    1. Work is performed in a very busy office setting.
  • Schedule:
    1. Typically, 8:00 a.m. - 5:00 p.m., Monday - Friday.
    2. Workload demands may require work outside the assigned work hours and adjustment of work schedules.
  • Travel Requirements:
    1. Some travel may be required throughout the State to attend trainings, meetings, and conferences.
  • Tools and Equipment:
    1. Computer hardware and software - general office equipment.
  • Customer Interactions:
    1. Providing excellent customer service to WDFW's many programs is integral to Human Resources' success.

Qualifications
REQUIRED QUALIFICATIONS:
  • A Bachelor's degree with focus on business or public administration, Human Resources, social or organizational behavioral sciences, or related field AND Two (2) years of broad-based Human Resource experience.

OR
  • Six (6) years of broad-based professional Human Resource experience, including consulting with management regarding performance management, employee relations, classification and compensation, and interpretation of Collective Bargaining Agreements (CBA's), rules, and laws.

Please Note:
  • Closely related professional HR experience may be substituted for the required education on a year-by-year basis.

Knowledge, Skills & Abilities:
  • Understanding and practical application of a wide range of HR programs, functions, and processes.
  • Excellent communication and conflict resolution skills; communicate complex concepts, both orally and in writing, in a manner that is understandable, persuasive, and appropriate for the audience; demonstrate crucial conversation skills.
  • Ability to lead, supervise, coach, and develop others - use appropriate channels of communication and foster effective working relationships.
  • Strong computer skills.
  • Excellent writing, analytical, and problem-solving skills.
  • Ability to develop and have skills to effectively deliver Human Resource-related training.
  • Ability to conduct "Just Cause" investigations and process.

PREFERRED QUALIFICATIONS:
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Experience with the State's Human Resources Management System (HRMS), HR Self Service Portal (JIRA), and NeoGov.
  • Experience working with Revised Codes of Washington (RCW's), Washington Administrative Code (WAC's), Federal Laws, Labor Relations, and Collective Bargaining Agreements.
