(SPSCC) seeks highly motivated and qualified candidates for the position Human Resource Consultant - Benefits/Leave Administration & Absence Management.
The Human Resource Consultant - Benefits/Leave Administration & Absence Management reports directly to the Assistant Director of Human Resources. Exercising discretion and independent judgment, the Human Resource Consultant directs the administration of employee benefits, protected leave programs, and the college's absence management functions consistent with Washington State Law, Washington Administrative Code, college policies, procedures and established guidelines as it relates to benefits and absence management. This is an exempt, professional-technical, non-administrative position.

What You'll Do
Benefits Administration
  • Responsible for the coordination of Benefits for all staff and faculty throughout the employment lifecycle; at hire, mid-year changes, separation and retirement coordination, and annual open enrollment periods.
  • Adjunct Faculty benefits coordination; quarterly review of benefits eligibility, adjunct faculty onboarding, coordination of benefits with other colleges.
  • Onboarding for all new staff and faculty.
  • Acts as subject matter expert in the areas of open enrollment, medical, dental, life, and long-term disability benefits, VEBA, Employee Assistance Program, flexible spending accounts, retirement, supplemental retirement, deferred compensation, and other various college programs.
  • Enter and maintain accurate personnel data in the college's personnel management system (ctcLink), as well as the Health Care Authority system (PAY 1).
  • Monthly reconciliation of Health Care Authority balancing.
  • Manages, develops, and maintains the unemployment compensation program including responding to claims, preparing reports and attending hearings as appropriate.
  • Coordinates the industrial insurance program including responding, reviewing and investigating claims; preparing OSHA and WISHA reports; and serving as the college Return to Work Coordinator.
  • Processes Balloon Payments for full-time faculty and coordination of benefits for all faculty and adjunct faculty for summer off-season.

Protected Leave Administration
  • Responsible for all protected leave administration for all staff and faculty; includes Family and Medical Leave Act (FMLA), Paid Family and Medical Leave (PFML), and the college's shared leave program.
  • Monitor state and federal legislation that will impact FMLA, PFML, and Shared Leave, coordinating potential impact and plan administration changes with Assistant Director and Executive Director.
  • Assist with requests for Reasonable Accommodation Analysis and coordination with staff and supervisors.

Absence Management
  • Complete the absence take process in accordance with A and B payroll schedules twice a month.
  • Complete the absence entitlement process in accordance with State Board schedule monthly.
  • Evaluate queries for unpaid, unapproved, and unprocessed leave for proper hour counts and obvious errors in alignment with payroll processing times.
  • Communicate with employees and/or supervisors regarding absence requests needing approval or editing during absence processing.
  • Responsible for leave adjustments; including payouts and balance transfers for separating employees.
  • Oversight for employee time and leave reporting; calculates the annual Sick Leave Buyout and runs the Vacation Leave Liability Report annually for the Business Office.
General Administrative Support
  • Provides back up support and assistance to the Fiscal Analyst 2 (Payroll) as needed.
  • Archiving data and reports from each respective area on an annual basis.
  • Elevates complex issues in the area of benefits, protected leave, and absence management to the Assistant Director of Human Resources.
  • Performs other duties as assigned by the Assistant Director of Human Resources and the Executive Human Resources Officer.

Qualifications You Possess
Minimum Qualifications
  • Bachelor's Degree in Human Resources, Business, Communications, Social Sciences, or a related area of study from an accredited college or university
  • 2 to 3 years of experience in a mid-level Human Resources position; preferably with a focus on employee benefits administration and/or protected leave administration
  • Any combination of experience, education, and training that would provide the level of skills, knowledge, and ability required to perform the essential functions of this position.
Preferred Qualifications
  • Prior experience working with Human Resource Information Systems or Human Capital Management Systems
  • Prior service in higher education and/or a public sector organization
  • Human Resources Certification (SHRM-CP, PHR, or equivalent)
