Job Description and Duties
Under the general supervision of the Assistant Chief, Human Resources, the incumbent serves as one of two analysts who provide a wide variety of complex administrative analysis and personnel-related functions for the SCO Human Resources (HR) Office. Duties may include, but are not limited to the following:
Duties and Responsibilities:
- Provide analytical support for procuring office equipment and supplies; collecting/analyzing data, developing recommendations and options; providing budget analysis for shared services, space planning, facilities and telecom requests.
- Gather, organize, review, analyze and make recommendations to HR management on fiscal information pertaining to administration and maintenance of SCO HR Budget. Prepare and make projections/recommendations; adjust and review projections for submission to SCO Budget Office; monitor and track expenditures and forecast for potential overages;
- Use FI$Cal system to submit/initiate procurement activities; receive and verify supplies against invoices; prepare and submit purchase orders with proper documentation; research and resolve invoices pertaining to procurement purchases; coordinate and submit invoice documents to the Department Accounting Office in compliance with State Administrative Manual (SAM) Regulations;
- Function as contact for directing and coordinating the process for contracted services for HR management in compliance with SAM. Work with HR management to develop scope of work, budgets, contracting exhibits, and other key documents. Prepare contract documents for management review and approval; liaison with the SCO Contract Office staff; track and monitor executed contracts; participates in meeting with vendors when requested to address inquiries.
- Function as SCO contact for scheduling and conducting Live Scan fingerprinting for SCO. Responsible for coordinating appointments with Division contacts, meeting with candidates in-person to roll prints via the Department of Justice (DOJ) system. Mail, retrieve and process DOJ live scan documents for contractor staff who are out of the area.
- Provide support as HR training coordinator by receiving/reviewing training requests, verifying availability of funding and assisting with registration and processing of payment for training fees.
- Function as the office liaison for California State Payroll System activities. Meet frequently with the SCO’s Department/Agency Readiness Team (DART) members regarding status updates on project requests. Coordinate with SCO Liaison to ensure tasks are on track to meet deadlines and review project request before discussing with Liaison.
- Serve as the lead analyst in researching, coordinating, and evaluating SCO’s Telework (TW) program. Review and assess telework requests (STD 200) to ensure compliance with the Statewide and SCO Telework Policies. Coordinate DGS submission TW data is complete and in compliance with rules.
- Provide support services to HR and Executive Office as the Attendance Coordinator. Assist staff and leaders with correcting timesheet issues and errors. Responsible for maintaining an understanding of timesheet processing and procedures.
- Function as the HR Office Information and Asset Retention Coordinator to maintain the divisions asset files in accordance with SCO and California Code of Regulations (CCR) Information Asset Retention Policy.
