Job description

The Associate Governmental Program Analyst will be directed by the Staff Services Manager I - Training Manager in the Human Resources / Training Department at the Department of State Hospitals - Atascadero (ASH). The incumbent will be responsible for the following duties but not limited to:
• Coordinate the New Employee Orientation (NEO) Process
• Manage, organize and evaluate any LMS to register staff, deliver training, and track compliance.
• Monitor LMS to ensure compliance with control agency requirements and make recommendations to management to improve overall compliance.
• Coordinate, plan, and provide assistance in teaching staff development training courses.
• Maintain a Training for Trainers (T4T) Certification
• Develop, implement, and evaluate existing and recommended training programs and lesson plans.
• Establish and maintain the department Career Development Programs: Upward Mobility Program and 20/20 Programs.
• Track and monitor program participants, completion statistics, and any other relevant data.
• American Heart Association (AHA) Liaison and Training Center Coordinator Liaison and Training Center Coordinator to the AHA ensuring guidelines for Basic Life Support (BLS) are followed at DSH-Atascadero.
• Coordinate with all AHA Instructors regarding updated information on any related policy chances in AHA.
• Track renewals and classes taught by BLS Instructors at all four different Training Centers.
In order to be considered for this job vacancy, you must satisfy one of the following requirements:
1. BE LIST ELIGIBLE: Successfully complete the competitive State civil service exam pertaining to this classification at Associate Governmental Program Analyst Exam Bulletin , OR
2. BE TRANSFER ELIGIBLE: Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250), OR
3. BE REINSTATEMENT ELIGIBLE: Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.

MINIMUM QUALIFICATIONS: State experience applied toward the "General Experience" pattern must include at least one year in a class at a level of responsibility equivalent to that of the promotional class. Experience applicable to one of the following patterns may be combined on a proportional basis with experience applicable to the other patterns to meet the total experience requirements, provided that the combined qualifying experience totals at least 30 months. Education may not be used to reduce this 30-month limit.
Education: The following education is required when general experience is used to qualify at any level: equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) AND Either I Experience: One year of experience performing the duties of a Staff Services Analyst, Range C. or OR II Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis.
Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment.
(One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience.)
