SalaryThe Behavioral Health Expansion Branch (BHEB) within the Community Services Division (CSD) administers the Behavioral Health Continuum Infrastructure Program (BHCIP) grant. The BHCIP provides competitive grants to qualified entities to construct, acquire and rehabilitate real estate assets, or to invest in infrastructure, for the expansion of community continuum of behavioral health treatment resources.
The Contracts and Fiscal Unit Associate Governmental Program Analyst (AGPA) serves as the contract liaison between contractors and Contracts and Fiscal Section (CFS) and Behavioral Health Continuum Program (BHCIP), as well as between CFS and BHCIP and the Department of Health Care Services’ (DHCS) Contracts Services Branch. Under direction of the Staff Services Manager I (SSM I), the AGPA develops, operationalizes, and administers federal/state grant-funded and services and programs to reduce prevalence of Mental Health, Homelessness and Substance Use Disorder through the provision of prevention, treatment, and recovery activities. Additionally, incumbent performs oversight and monitors contractors and grant-funded programs to determine compliance with project, contract, plan, and agreement requirements, terms, conditions, and services; generates policies and procedures, as well as provides training and administrative support, as needed.

Working Conditions
Travel is required 25 % of the time.
The position may require overnight travel for up to 5 consecutive nights to meet training requirements.

Department Information
DHCS is California’s health care safety net, helping millions of low-income and disabled Californians each and every day.
The purpose of DHCS is to provide the most vulnerable residents access to affordable, integrated, high-quality health care.
The Community Services Division (CSD) is responsible for various behavioral health programs and services for adults, youth, and children. The CSD is charged with policy development, oversight, compliance, and monitoring of the Mental Health Services Act (MHSA), Short-Term Residential Therapeutic Programs (STRTP) and Children's Therapeutic Care Programs. Additionally, CSD administers several grants through the Substance Abuse Mental Health Services Administration (SAMHSA) including the Substance Abuse Block Grant (SABG), Community Mental Health Services Block Grant. CSD is also responsible for the State Targeted Response to the Opioid Crisis (Opioid STR) Grants and has funded the Medication Assisted Treatment (MAT) Expansion Project. The MAT Expansion Project consists of three primary components which include the California Hub and Spoke System (CA H&SS), increasing the availability and utilization of MAT statewide, and Tribal MAT Project. As part of grant oversight, CSD administers multiple contracts with counties and providers. Other programs CSD oversees are behavioral health prevention and family services and Proposition 64 youth SUD prevention funding.
