Under direction of the Staff Services Manager I (SSM I), the Associate Governmental Program Analyst (AGPA) performs a wide variety of recruitment, outreach, fiscal, and staff services functions including traveling, relationship building, reconciling travel expenditures, management analysis, and administrative services. This position enables the Program to foster and improve teamwork with staff at the individual border protection stations as well as developing partnerships within the Exclusion Program. The AGPA’s input and recommendations have significant impact on policies and projects which are key factor as to whether the Program accomplishes established goals and objectives.
Duties include but are not limited to:
- Work closely with Plant Quarantine Supervisors (Station Managers) and Agriculture Program Supervisors (Area Managers) to determine the staffing needs of each station.
- Research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of suitable candidates.
- Travel to, attend and participate in job fairs and hiring events by contacting colleges, employment agencies, recruiters, and hiring websites.
- Oversee and organize outreach events to assist in successful recruitment for the Program.
- Attract and pursue potential candidates by engaging with the public through online databases, employment forums, social media, etc.
- Develop and execute strategies that maintain and grow a social presence to attract and recruit qualified candidates.
- Plan, produce, and curate agricultural and recruitment content on all social media platforms.
- Research, draft, and edit various types of content such as agricultural articles and social media posts on behalf of the Branch.
- Provide guidance for staff on travel policies and respond to all travel inquiries by phone and/or email.
- Coordinate travel authorizations by completing forms and drafting personalized justification memorandums.
- Arrange in-state and out-of-state travel for employees including scheduling flights and ground transportation, booking accommodations and handling trip-related tasks.
- Oversee the production and distribution of the Program’s monthly newsletter.
- Actively participate in Program staff meetings to gather information and stay up to date with current station events.
- Perform a variety of special assignments as requested by the Staff Services Manager I, Program Supervisor, Branch Chief, or the Division Administrative Assistant.

Working Conditions
The duties of this position are primarily conducted indoors. Office equipment includes a computer, with various software programs, including e-mail, a telephone with voice-mail, facsimile machine, and stationary filing drawers and bins.
Regular or recurring telework may occur as part of the incumbent’s ongoing regular schedule in accordance with CDFA’s Telework Policy.
Travel by State vehicle or other public transportation systems to various remote locations throughout the State is required.
