The Idaho Department of Water Resources has an exciting opportunity for a Project Coordinator position in the Idaho Water Transactions Program. The position is located in the Salmon, Idaho field office.
The Idaho Water Transactions Program (IWTP) develops projects that address flow limitations and stream disconnections through voluntary efforts with water users. The Project Coordinator assists the IWTP Manager to implement projects that meet the goals of the program. As the IWTP Project Coordinator, you will coordinate all aspects of flow monitoring and contract compliance on 50 active transactions across a 6,000 sq mi area, including a robust stream gage and telemetry network. Additional responsibilities include planning and conducting public outreach and technical assistance efforts related to the program.
The Project Coordinator must be able to work independently, think conceptually and strategically, and execute with confidence and accuracy. This position requires research skills and the ability to identify technical and spatial data needed to execute program priorities. Networking and building working relationships at all levels of government and with the local community is critical to the success of the program. The person in this position must have the ability to communicate effectively with people of varying levels of technical knowledge, to identify key stakeholders for projects, and to bring individuals and agencies together to work toward a common goal.
Example of Duties Oversee flow monitoring and contract compliance of IWTP projects:+ Conduct field assessment, data collection, and compliance monitoring
+ Assess, prioritize, and document project information and monitoring data
+ Apply GIS and other spatial tools to projects
+ Develops project goals, work plans, timelines, implementation strategies and plans
+ Prepare and manage contracts to complete IWTP projects
+ Interpret guidelines and standards applicable to the IWTP and create compatible projects in Idaho
+ Work with local governments and state and federal agencies to identify and establish projects
+ Attend public meetings and make presentations to a range of audiences to transmit technical information about Idaho Water Transactions Program
+ Conduct quality control and maintain a network of telemetered stream gages
Minimum Qualifications
+ Experience in project management: planning, coordinating, and implementing projects
+ Experience developing, promoting, and gaining project support
+ Interpreting and explaining specialized or complex material into information usable by the public
Desired Qualifications
+ Good knowledge of physical or biological sciences or related field (e.g., Hydrology, Hydrogeology, Geology, Biology, Environmental Science, etc.); AND experience performing routine scientific duties in completing multiple tasks for a project or application such as applying scientific information to project evaluation
+ Knowledge of principles, theories, and practices of hydrology including those pertaining to surface water flow, climate, evapotranspiration, water yield, and surface-ground water relationships
+ Experience developing and manipulating GIS (ESRI products); and relational databases
+ Experience performing scientific activities such as monitoring and field data collection, applying scientific knowledge through investigation, documentation, and report writing
