Job Summary


The Office of Administrative Hearings (OAH) is the largest of three Executive Branch Courts with over 60 full-time equivalents located in St. Paul and Duluth. OAH, with 30 judges, is comparable in size to the Ramsey County District Court with 32 judges. The Administrative Law division serves over 250 state agencies and local units of government by hearing and adjudicating matters involving over 200 unique areas of law.

The position provides high-level legal and administrative office support services to judges and staff attorneys of OAH. Work is performed according to legal reference and OAH style manuals, and Minnesota Statutes, Chapters 14 and 176, and Minnesota Rules, Chapters 1400, 1415, and 1420.

This position serves as the interpreter and court reporter/transcription procurement specialist for OAH. Under limited supervision and procedural controls, the specialist will be responsible for securing contracts with court certified or court rostered interpreters, and court reporters/transcriptionists. This position needs to assure that all purchasing follows State standards and comply with state statutes and rules and any applicable agency polices. Under limited supervision and procedural controls, this position will be responsible for monthly financial reports, contracts, deposits, and auditing bills. This position may also act as subject matter expert in one of the following: contracts, deposits, interpreters, and court reporters.

Qualifications

Minimum Qualifications

Knowledge of:

  • Basic accounting principles and practices sufficient to analyze, interpret, and prepare financial information, records, and reports.
  • Preparing and processing legal papers and correspondence.

Skill in:

  • Basic accounting sufficient to identifying and resolving discrepancies in accounting records, and analyzing, interpreting, and preparing financial information, records, and reports.
  • Preparing, editing, and finalizing emails, memos, orders, and/or other documents and types of written communication that are grammatically correct, in proper format, and free of spelling errors.
  • Legal terminology sufficient to comprehend and draft a variety of legal documents and maintain case files / records.

Ability to:

  • Compare prices, specifications, and delivery dates to determine the best bid among potential suppliers.
  • Relate and communicate effectively with individuals who do not share the same culture, ethnicity, language, or other common experiences.

Preferred Qualifications

  • Ability to quickly learn new software.
  • Strong organizational and planning skills to meet timelines with limited supervision.
  • Proven track record in problem-solving.
  • High level of initiative, effort, and commitment to completing assignments efficiently.
  • Experience working in a law firm setting, legal administrative assistant experience or training.
  • Ability to successfully obtain state required purchasing authority within 6 months of hire.
