Description
BTC is a premier higher education institution working to provide student-centered, high quality professional technical education throughout Whatcom County and is the only technical college serving northwest Washington State. Founded in 1957 as Bellingham Vocational Institute, it has continued to offer high-quality education in a supportive, student-first environment. BTC has been serving its region with workforce education degrees and certificates to approximately 6000 students per year. The college provides professional technical programs and courses, adult basic education, English Language Acquisition programs, academic courses, community education, a few direct transfer degree opportunities, and two Bachelor of Applied Science (BAS) degrees. BTC works closely with regional employers and other partners to develop programs and train students to fill regional workforce demands and support economic development.
Bellingham Technical College (BTC) invites applications for one part-time, .6 FTE, 24 hour a week, grant-funded position as an Instructional Designer for the Machining pathway. This is FLSA eligible for overtime, not represented by a union, and is at-will. This position is funded through a Starboard for Community and Technical College Aerospace Allocation, scheduled to end June 30, 2028; however, allocated-funded positions are temporary, dependent upon project funding and can end at any time funding is discontinued. This position reports to the BTC Dean of Professional Technical Education.
The Instructional Designer position is intended to help BTC improve student access, persistence and credential attainment through a variety of strategies, including piloting a competency-based education model in in the Machining pathway, with primary responsibilities that include assisting academic administrators, machining faculty, and staff in the development, modification, and monitoring, and improvement of a competency-based Machining program and course curriculum. The focus is on designing performance-based, learning-centered instruction and effectively utilizing instructional technology and alternative instructional strategies.

Position Duties & Responsibilities
  • Assist in the design, implementation, and coordination of competency-based curriculum, outcomes and assessment at the course, program and institutional levels, with primary responsibilities assigned to the Machining pathway;
  • Collaborate with the dean and faculty members in research and design of competency-based curriculum at the course and program level to support student learning;
  • Develop and edit curricular materials with faculty, including competency statements, learning objectives, and other relevant documentation;
  • Creation and editing of supplemental instructional materials, including the operation of machining equipment to create and edit videos specific to machining processes and procedures;
  • Regular use of the Canvas LMS system;
  • Maintain curriculum design and documentation standards;
  • Oversee and document the competency-based curriculum modification process;
  • Develop and promote strategies to use college assessment results to foster improvements in student learning and success;
  • Research and make recommendations on educational best practices, instructional resources, instructional technologies and multimedia hardware/software to support teaching and learning;
  • Attend meetings as scheduled;
  • Create instructional materials needed to support a competence-based education modality transition, including but not limited to the creation of demonstration videos to be imbedded in Canvas course masters;
  • Generate and present reports as needed;
  • Perform other duties as assigned.

Qualifications
Required Qualifications:
  • Recent and relevant higher education experience which includes 2 or more years of machining specific classroom teaching experience;
  • 2 or more years of related industry work experience;
  • Relevant machine shop experience using manual lathes and mills, CNCs, common quality assurance equipment, and metrology;
  • CAD or CAM experience in a classroom or industry environment;
  • Current experience in the field of curriculum design across multiple modalities;
OR
  • Bachelor's degree in Education, Instructional Design, or closely related field;
  • A combination of experience and training that includes manual and CNC machining, CAD or CAM, and metrology that provides the applicant with the knowledge and skills to perform the job.
Preferred Qualifications:
  • Teaching experience in a professional technical program;
  • Training or certification in accessibility and inclusive design;
  • Relevant business and industry work experience;
  • Experience working with a CBE model;
  • Experience with a learning management system (e.g., Canvas);
  • Experience in designing and revising curriculum to encourage student engagement in all modalities.
Physical Work Environment:
The duties of this position will be performed on ground in an industrial shop environment at Bellingham Technical College. This position interacts directly and frequently with college faculty, staff, and administration. Candidate must have the ability to work under pressure, handle multiple tasks, prioritize competing demands, with a focus on safety at all times. Candidate will use computers frequently, have exposure to terminal screens and engage in frequent oral and auditory communication with others.
Supplemental Information
Compensation, Work Schedule, and Benefits:
Salary is 60% of $6,834; or $4,100.40 month; ~$39.27 per hour. At 60%, the position is eligible for overtime.
Work schedule is generally Monday through Friday, during the 8 a.m. to 5 p.m. workday, 24 hours per week. A regular schedule will be finalized upon hire. Schedule will be hybrid with some in person and some remote work. Candidate must be willing to work both remote and on-site.
Leave eligibility, use and cash-out is based on BTC Policy 525.2. Although considered "temporary", for leave purposes only, this position is designated as "Regular" and will be provided under the following criterial: At 60%, this position will receive 4.8 hours per month of sick leave, 9.6 hours per month of vacation leave, 3 personal leave days (14.4 hours) and paid state/college holidays based at 4.8 hours per holiday. Vacation is eligible for cash-out at the end of the assignment. Benefits also include a Washington State insurance package including medical, dental, vision, life insurance, and long-term disability; a retirement benefits package, with choice between the Public Employees Retirement System (PERS) Plan 3 or the State Board Retirement Plan (SBRP) 401A plan TIAA. Additional optional benefits include ability to participate in a medical Flexible Spending plan, Limited Purpose Flexible Spending plan, or Health Savings Account; Dependent Care Assistance; discounts for automobile and homeowner insurance; two voluntary investment (not matched) programs - TIAA (403b) or the State Deferred Compensation (457) plan. Employee Assistance Program (EAP); up to 21 days of military leave; up to 5 days of paid bereavement leave, paid civil/jury duty, ability to participate in a shared leave program; up to 2 days of unpaid holiday for reasons of faith or conscience. Based on "regular" designation, this position is eligible for Washington State and BTC Tuition Waiver programs.
Background Check & Immunization Records:
Prior to final hire, a pre-employment background, including criminal history and signed declaration statement as it pertains to sexual misconduct per Washington State Law (RCW 28B.112.080) will be conducted. Employment is contingent on passing the background check and signed declaration per RCW 28b.112.080 satisfactory to the college. Information from the background check and declaration will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position. This position has access to children under the age of 18 as part of the State of Washington Running Start Program.
