Job description

Snohomish County Central Human Resources is seeking an Instructional to provide professional instructional design consultation and services for County departments. The Instructional Designer will work with managers and other project partners to design and develop content in a variety of formats, including but not limited to instructor-led training curriculum, interactive e-learning courses, knowledge checks, job aids, and other resources. This position will also support content management efforts for the County's learning management system (LMS).

The successful candidate will have:

  • Working knowledge of the principles of multimedia learning, experience using instructional design models, and an eye for visual design
  • A commitment to diversity, equity, inclusion, and accessibility in learning design
  • Strong interpersonal skills and an ability to work with tact and diplomacy within a multicultural workforce

The starting salary for new employees to Snohomish County for this position is $79,749.96.

This position is open until filled with the first consideration given to applications received by March 24, 2024. Candidates selected to interview will be asked to provide samples of their instructional design work.

BASIC FUNCTION
Develops and maintains virtual and in-person training content that includes developing curricula, measuring training effectiveness, conducting needs assessments and administering the Learning Management System (LMS).

STATEMENT OF ESSENTIAL JOB DUTIES
  1. Designs and develops training curriculum and instructional content, including workplace compliance courses for online and blended learning environments.
  2. Maintains programs, records and users within the system including organizing and scheduling classes, producing reports, rosters and e-mail notifications.
  3. Responds to Public Records Requests (PRR); monitors response due dates; coordinates communications with requestors, other departments and offices, Public Records Officer and Prosecuting Attorney's office as needed; assembles and redacts documents for disclosure.
  4. Assists departments in designing, developing and uploading e-learning content within LMS.
  5. Conducts training needs analysis to gather information and develop instructional content for county departments.
  6. Assists Training Program Administrator in developing an instructional design project work plan; assists with training budget.
  7. Identifies and recommends training resources to various departments in response to department specific training requests.
  8. Evaluates effectiveness of training efforts via course evaluations and employee surveys; recommends and implements improvements.
  9. Provides technical assistance to employees in resolving technical issues related to accessing the LMS and course content; works with vendor to resolve issues.
  10. Promotes training program through publications of newsletters, announcements, memorandums, e-mail, intranet and internet.
  11. Maintains confidentiality of all personnel, payroll, accounting and finance records and reports along with any other records, reports and/or information deemed to be sensitive in nature.
  12. Assists with Human Resources Information Systems (HRIS) data entry and retrieval.
  13. Maintains intranet and internet pages for department.
STATEMENT OF OTHER JOB DUTIES
  1. Performs related duties as required.

Two years of education in training, organizational development, instructional design, human resources management or related field; AND, two (2) years on-the-job experience in web-based instructional design; OR, four (4) years of on-the-job experience in instructional design; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities. Must pass job related tests.

SUPERVISION
The employee receives general direction from an administrative superior. The work is performed with considerable independence and is reviewed through meetings, status reports, and results obtained.
WORKING CONDITIONS
The work is performed in the usual office environment with trips to work sites throughout the county.
