Job description

The Human Resources Program Administrator-ADA Coordinator position is the subject matter expert responsible for the design, implementation, and administration of countywide accessibility programs for employees and the public, and for ensuring compliance with all state and federal laws and regulations.
The Human Resources Program Administrator serves the Human Resources department in the development, implementation and administration of designated human resource programs and serves as a countywide resource in areas such as accessibility, compensation and classification, occupational health and safety, public sector pathways, and other human resource program/service areas.
Flexible Workplace
This position is identified under the designation of 'flex work eligible', meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county's flexible workplace policy.   1. Serve as project leader for the development, implementation, and administration of countywide human resource programs.
  2. Conduct research and prepare reports of findings on topical issues in the Human Resources field in order to identify current trends and to develop strategies for the establishment of relevant programs within Ramsey County.
  3. Respond to inquiries and employee relations issues from department heads, managers, supervisors, and other employees in person, or by written correspondence.
  4. Provide assistance in developing policies and strategies for maintaining effective and comprehensive Human Resources Programs.
  5. Communicate and problem-solve with employees, vendors, partner agencies, nonprofit and community-based organizations, Human Resources staff, and departments in support of program initiatives.
  6. Develop and recommend policy interpretations for various programs relating to carrier contracts, union contracts, personnel rules, county policies and procedures, and laws and regulations.
  7. Assist in maintaining county compliance with state and federal laws.
  8. Develop and provide training on defined work areas.
  9. Interpret and apply federal and state laws regarding equal access for people with disabilities, including the Americans with Disabilities Act (ADA), Americans with Disabilities Act Amendments Act (ADAAA), and the Minnesota Human Rights Act.
  10. Serve the County as the subject matter expert in Title I of the ADA (employment accessibility) and Title II of the ADA (public accessibility).
  11. Coordinate the County's ADA responsibilities to ensure accessibility needs for both employees and customers are addressed fairly, equitably and within the intent of the ADA, ADAAA and the Minnesota Human Rights Act.
  12. Provide consultations and advice on reasonable accommodations, medical inquiries and medical records to Human Resources and county leaders and staff.
  13. Provide consultation and training to county leaders and staff on ensuring accessibility (both physical and programmatic accessibility) for employees and members of the public.
  14. Maintain updated information about requirements of ADA law, including best practices in compliance procedures.
  15. Develop and maintain relationships with local disability advocacy groups and the local disability community.
  16. Serve as the point of contact for all complaints related to disability; refer or respond as appropriate and work closely with the investigations team, department leaders, or the County Attorney's Office in ensuring a timely and thorough response to complaints.

ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16Education: Bachelor's degree in public administration, business administration, Human Resources, industrial relations, risk management, occupational safety and health, psychology, or a field closely related to the area to which assigned.
Experience: Four years of professional experience in Human Resources, workforce development, organizational development, change management, diversity and inclusion, policy and planning, health management, risk management, safety management, compensation, pay equity, or a related field, including at least one year of experience in the area to which assigned.
Substitution: Any combination of education and experience can be substituted for bachelor's degree and required experience.
Certifications/Licensure: None.The examination process will consist of the following section with each section weighted as indicated:
Training and Experience Rating = 100%
The examination for Human Resources Program Administrator - ADA Coordinator will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions - do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Human Resources Program Administrator - ADA Coordinator . This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days (1 month) or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

E-Verify Participation: Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment.
