Job Summary
The Program Officer will coordinate and execute operationalization and implementation plans for a portfolio of section initiatives, particularly focused on statewide grants program for People With HIV (PWH) and People at High Risk for HIV that align with Ryan White Part B Program, END HIV MN, CDC HIV Prevention and national strategies to end the HIV epidemic in MN. This position will be the subject matter expert (SME) for Ryan White Part B Core Medical Services. These services include by not limited to: Early Intervention Services (EIS), Health Insurance Premium and Cost Sharing Assistance for Low-Income Individuals, Home and Community-Based Health Services, Home Health Care, Hospice, Medical Case Management, including Treatment Adherence Services, Medical Nutrition therapy, Mental Health Services, Oral Health Care, Outpatient/ Ambulatory Health Services, and Substance Abuse Outpatient Care. This position will guide and manage the process to bring new ideas to fruition by engaging with community partners, and local/state government to define the goals and outcomes and possible solutions to meet the needs within existing constraints.
Responsibilities include:
- Program development - Lead or participate in developing, refining and overseeing plans and strategies to implement new initiatives with current processes, structures, and practices effectively and efficiently. Develop and implement plans and activities in coordination with partners both inside and outside DHS. Provide consultation and project management as a subject matter expert to improve processes and enhance quality health outcomes.
- Program Implementation - Develop or provide consultation as a subject matter expert to develop requests for proposals (RFPs) and other solicitations and the resulting vendor contracts to provide services to achieve outcomes for PWH, assuring compliance with applicable laws and guidelines. Design/redesign contracts to incent services and service delivery models that improve client access and choice, contain costs, shift from process-oriented to outcome-oriented accountability, and streamline the administration and management of services.
- Contract monitoring and oversight - Lead, Direct, manage, Grants, Contracts, and Related Budgets. Activities include but are not limited to: financial reporting, invoice review/tracking, financial reconciliation, budget development, purchase order set up, and budget/grant revisions.
- Community planning and engagement - Lead communication with internal and external stakeholders and carry forward messaging and engagement activities related to Ryan White Core Medical and Supportive Serveries and assigned areas of subject matter expertise.
Qualifications
Minimum Qualifications
Three (3) years professional experience demonstrating expertise with government grants and contracts competencies.
Experience must include:
- Knowledge of best practices and strategies in the field of HIV
- Core contract and grant management standards, practices, researching
- Project management/coordination experience
- Developing, documenting and implementing new processes, procedures, and written protocols
- Lived experience in a community more often impacted by HIV or experience working with communities most impacted by HIV
- Skilled at using MS Office Suite programs: Word, Excel, PowerPoint and Outlook
*Bachelor's Degree in public administration, psychology, social work or another related field may substitute for one (1) year of professional experience
*Master's Degree in public administration, psychology, social work or another related field may substitute for two (2) years of professional experience
Preferred Qualifications
- Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns
- Grant Management Specialist Certification
- Knowledge of federal, state or local resources for individuals with HIV, including AIDS Services Organizations Community Based Organizations (CBOs), advocacy organizations, specialty clinics and medical and non-medical case management and benefits counseling entities that work with clientele affected by HIV
- Lived experience with HIV
- Variety of experiences working effectively with others from different backgrounds and/or cultures
- Understanding of state and federal policies, procedures, processes, rules and laws pertaining to supports and services for PWH
