Job Summary
This Moving Home Minnesota Strategic Project Planner will lead and coordinate the Division's strategic planning, systems change management, governance, and engagement strategies. Working with management, leadership and other staff, the individual manages the division's strategic approach to the overall work of the division to coordinate and maximize the effectiveness of business efforts. Responsibilities includes:
  • Developing key messaging and communications to support systems change
  • Planning and facilitating internal partner engagement, leading and coordinating strategic planning efforts
  • Braiding and integrating multiple funding streams and transition benefit sets
  • Contributing to other planning efforts across the broader administration including Aging & Disability Services Administration's strategic planning, Minnesota Olmstead Plan
  • Designing governance structures and activities

The individual also provides time sensitive responses to emerging division communication, planning needs and project management. This role provides leadership and direction to staff to ensure activities across the division, and with other divisions, are coordinated, effective, and build staff capacity. In addition, the incumbent will collaborate with a large and diverse number of internal partners including other state agencies and provide leadership for priority activities needed to achieve the division's strategic and operational goals.
Qualifications
Minimum Qualifications
3 years of specialized professional experience in strategic planning, systems change management, governance and engagement strategies.
Experience must demonstrate the following:
  • Design and coordinate governance structures to support collaborative work across functions, disciplines, and agencies to achieve goals
  • Provide leadership and management sufficient to build commitment, delegate effectively, coach and develop staff, and ensure cohesiveness of project teams
  • Facilitate issue resolution, resolve conflicts, reach consensus with multiple communities and partners with diverse views, advise other program staff, and incent collaboration with individuals and groups who have varying technical expertise
  • Engage communities and partners in the design, evaluation and continuous improvement of services and supports

Preferred Qualifications
  • Manage change and employ strategies to support staff and partners through complex system reforms
  • Communicate clearly and professionally with a variety of individuals and groups, in person and in writing
  • Knowledge of: Medical Assistance, home and community-based services and programs, the Americans with Disabilities Act, Olmstead and Jenson Decisions, Older Americans Act, Money Follows the Person grant, and other federal and state policy directions in long-term care, transition services, housing, and employment.
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
