Job Summary

The Department of Human Services (DHS) Office of Inspector General (OIG), Business Integration and Analytics Division seeks an experienced instructional design leader to develop and oversee the learning and curriculum strategy and content for diverse audiences of OIG product users, bringing OIG's vision to life. The Office of Inspector General strives to deliver leading edge background study, licensing, and program integrity services to promote the health, safety, and well-being of children and adults. In support of this mission, the incumbent will:
  • Develop, implement, oversee, and evaluate an effective, engaging, and equitable instruction design strategy and integrated learning programs, curriculum, and experiences for the Provider Licensing and Reporting Hub, Agency Licensing and Reporting Hub, and Program Integrity Hub to support learning goals and outcomes for diverse audiences of users, using an equity lens to accommodate differences in culture, language, ability, technology access, and other factors to create supportive and representative learning environments for users;
  • Lead design, development, and delivery of multimodal learning content in alignment with user needs;
  • Develop and implement an instructional effectiveness strategy to iteratively evaluate and refine learning curriculum and materials based on learner feedback and metrics, adapting as needed to ensure ongoing learner success and growth;
  • Serve as lead to all instructional design activities with the ongoing, daily responsibility to prioritize, schedule, assign, direct, guide, and report on the work activities of instructional design coordinators so that work is completed in an efficient, effective, and cohesive manner;
  • Chair a cross-functional governance team to establish and align instructional design standards, templates, tools, and best practices; and,
  • Facilitate a cross-agency strategy team consisting of representatives from DHS and county licensing agencies to create and maintain orientation materials, knowledge articles, and other shared assets to create cohesive and unified resources.

Qualifications
Minimum Qualifications
3 years of specialized professional experience designing, developing, implementing, and/or overseeing implementation of learning strategies and programs.
Experience must demonstrate the following:
  • Develop and deliver training plans, lessons, and activities using adult learning principles.
  • Design and create audio, visual, documentation, and interactive media to support and enhance learning and instruction.
  • Conduct instructional research, analysis, and/or needs assessments.
  • Set the vision for instructional learning and communicate this vision to team, management and or internal and external stakeholders.
  • Conduct reviews of curriculum to ensure the quality, accuracy, and reliability of the learning content and other deliverables.

Preferred Qualifications
  • Salesforce software platform knowledge sufficient to create in-depth learning resources and content to instruct users with a range of technological abilities.
  • Experience with instructional design multimedia tools such as Miro, Canva, Figma, InVision, Camtasia, Microsoft PowerPoint, and Adobe Creative Suite
  • Knowledge of the OIG programs and divisions, DHS and OIG's mission, values, and activities.
  • Ability to communicate technical information to nontechnical audiences.
  • Knowledge of product management and agile development principles and practices.
  • Working and communicating effectively with others from different backgrounds and cultures.
  • Knowledge of best practices for engaging learners virtually, including synchronous and asynchronous methods.
  • Ability to provide vision and establish a shared purpose for instructional design in an Agile, iterative environment.
  • Experience with establishing governance protocols and best practices to ensure consistent execution of instructional design strategy across multiple different areas and teams.
  • Skilled in public speaking and presentations sufficient to deliver superior learning experiences and presentations to internal and external stakeholders.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
