Position Summary
The mission of Pierce College is to create quality educational opportunities to a diverse community of learners to thrive in an evolving world.
Under general supervision, the incumbent in the Human Resources Consultant Assistant 2 (HRCA2) position will work independently and perform a variety of paraprofessional, technical, and clerical tasks in support of Pierce College's human resource operations. The incumbent will interpret rules and policies to direct payroll actions, explain human resource policies, procedures, and programs to employees, managers, the public, and others; provide technical assistance to support the employment, recruitment, benefits, and records processes; provide guidance to others in completion of human resource paperwork and provide training or orientation in area of responsibility, complete requests for personnel actions, employee benefits, etc.; maintain confidential records and generate reports.
The incumbent will exercise independent judgment in interpreting and applying rules and regulations, independently advise students, staff, faculty, and/or the public regarding human resource, policies, procedures and activities; use critical thinking in the review, evaluation, and completion of contracts, special assignments, and employment verifications. This position actively supports and engages in Pierce College's goals for equity and inclusion in order to provide access and support for our diverse community of learners and our goal of becoming an anti-racist institution.
This position reports to the Human Resources Consultant - Training and Wellness and requires regular and consistent attendance.

Essential Functions
Employment Records and Processing:
  • Review electronic Reports of Hourly Assignments (eRHAs) and electronic Special Assignments (eSPAs) for accuracy, appropriateness, and completeness; verify/obtain combo code/chart string and create/assign employee record; ensure salary/wage information is accurate; submit to Vice President of HR for signature.
  • Enter and retrieve HR and payroll data from electronic and paper reporting systems; enter data for all newly hired and returning employees into ctcLink PeopleSoft system; enter, maintain, and retrieve employee data from HR systems.
  • Frequently run queries for data validation and corrections/updates to Human Resources information systems (ctcLink PeopleSoft) and perform corrections/updates to data.
  • Prepare new employee personnel files; maintain personnel files through establishing new files, separating files and archiving files; notify supervisors of missing documents and track receipt.
  • Coordinate with the Early Childhood Education (ECE) department to onboard teachers from the local area into the Mentor Teacher Program; send new hire documents, respond to questions about the requirement documents/HR paperwork, review documents and forms for identification and completion; and enter information into ctcLink for payroll.
  • Establish, maintain, separate, and destroy paper and electronic employee personnel records in accordance with the Washington State Records Retention Schedule and the Center for Information Services.
  • Respond to requests for current and or previous employment and professional employment verification, as well as providing assistance for public records requests.
  • Provide back up for HR and payroll document processing in the absence of HRCA 2.

Faculty Workload Specialist
  • Serve as HR point of contact for Faculty Workload (FWL) processing.
  • Provide instruction and training to other HR staff on FWL processing.
  • Partner with Division Assistants and the Director of Budget Management and Planning for Learning & Student Success to obtain and enter/update adjunct and full time faculty data as needed in ctcLink.

Reception and General HR Support:
  • Create a welcoming atmosphere in the HR office area; greet and refer visitors to appropriate staff person.
  • Answer telephone and respond to requests appropriately; provide information to visitors and explain policies, rules and regulations applicable to the HR functional area; respond to inquiries both verbally and in writing.
  • Sort and distribute mail.
  • Maintain and order supplies as needed.
  • Participate actively in discussions as a member of the HR team.
  • Provide overall office support through filing of documents (both manually and electronically), archiving of personnel, benefit and recruitment files, photo-copying, faxing and composing correspondence for the District Human Resources department.
  • Create/maintain electronic desk manual.
  • Manage multiple interruptions while meeting workload deadlines.
  • Work in collaboration with HRCA2 and provide support and backup in their absence.
  • Other duties as assigned.

Document Imaging:
  • Maintain document database of scanned records.
  • Provide training to other staff in department on current software usage and scanning procedures.

New Employee Orientation (NEO) Support:
  • Meet with new hires to obtain/view documents for employment authorization (Form I-9).
  • Update NEO scheduler with names of new part-time hires.
  • Ensure new hire paperwork is complete (including transcripts or other certifications); inform new hires of missing documents in hiring packet.

Qualifications
Required Education:
  • Some college credits in Human Resources or business management.
Required Experience:
  • 1 year of experience as HRCA1 or equivalent role/responsibility.
  • Demonstrated experience using software such as Microsoft Office 365.
  • Demonstrated keyboarding and data entry skills.
  • Experience using Human Resources information systems preferred (e.g. ctcLink PeopleSoft, Oracle, Workday, and/or NEOGOV).
  • The ability to analyze data to ensure documents and data are entered correctly into various HR systems.
  • The ability to complete work accurately and meet tight deadlines.
  • The ability to maintain confidentiality.
  • Strong written and verbal communication skills.
Special Requirements:

Terms of Employment:
This is a full-time (40 hours per week) classified, overtime-eligible position with the Pierce College District. This position is permanent after serving a 6-month probationary period. The primary work location will be at Pierce College Fort Steilacoom campus. Occasional travel to Pierce College campuses or sites may occur. Work hours are between 8:00 a.m. and 5:00p.m. Monday through Friday with occasional evenings and weekend work, and occasional travel as required. This position may be subject to reassignment between campuses or sites. This position requires regular and consistent attendance.
Salary & Benefits:
The starting salary of this position is $3,883 monthly dependent upon qualifications, with periodic increments up to $4,602 monthly. However, your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary. A comprehensive health care benefits package for you and your dependents includes medical, dental and vision insurance.
