Job Description
POSITION PURPOSE
Reporting to the Director – Research, Development & Deployment (RD&D), the Federal and State Grants and Incentives Manager performs skilled work to manage the Federal and State Grants and Incentives of California Bioenergy, LLC, and its entities. Specialization of renewable energy programs including but not limited to USDA REAP, EPA, Self-Generation Incentive Program (SGIP), CAEATFA (Sales and Use Tax Exclusion), CDFA Grants, NCRCS etc.). Position is located in Dallas or Austin with required business travel as needed to California and other areas within the United States.
PRINCIPLE DUTIES AND RESPONSIBILITIES
- Program Management: Manage the Federal and State Grants and Incentives program and conducts the processes necessary to support the overall grant efforts of California Bioenergy LLC. and its entities.
- Knowledge: Demonstrate expert knowledge of Grant administration regarding the state of California and national policy trends and developments relating to greenhouse gas (GHG) reduction, RINs under the Renewable Fuel Standard, and credits under California’s Low Carbon Fuel Standard (LCFS).
- Compliance Assurance: Ensure compliance with grant regulations and that grants are implemented according to the operational and financial needs of the organization.
- Financial Reporting: Manage and coordinate financial reporting activities to funding sources. Works with finance team to prepare grant application budgets and facilitates reporting of actual versus budget costs to funding agencies.
- Funding Opportunities & Budget Analysis: Investigate funding opportunities and identify support agencies and new sources of funding, prepare budget plans and financial allocations, document payments and monitor expenditures, track results, analyze budget trends and other financial data, and makes recommendations for cost control.
- Grant Proposals: Enhance funding models, create and review grant proposals, manage grant databases, track grant applications, and engage with State and Federal agencies.
- Staff Education: Educate staff on policies and the proper rules and regulations for grants management and reporting and prepare progress and financial reports.
- Stakeholder Engagement: Build and maintain relationships with key stakeholders, including government agencies, funding organizations, and community partners, to enhance collaboration and identify new opportunities.
- Risk Management: Assess potential risks associated with grant funding and develop strategies to mitigate risks and ensure the organization's financial stability.
- Performance Evaluation: Establish performance metrics and evaluation criteria to assess the effectiveness of grant-funded programs and initiatives, providing regular reports to senior management.
- Continuous Improvement: Stay updated on emerging trends, best practices, and legislative changes in grant administration and funding opportunities, and recommend process improvements and innovative approaches to enhance grant acquisition and management efforts.
PERFORMANCE MEASUREMENT
Performance will be assessed six months after initial hire and then annually. The Grants Manager will be measured against California Bioenergy, LLC activities and metrics including costs and cost effectiveness, process, process efficiency and productivity, timeliness in delivery of services, customer satisfaction of stakeholders and clients, and other areas of review.
QUALIFICATIONS
- Must have excellent research, writing, analytical, spreadsheeting, graphics and communication skills
- Must have substantial knowledge of low carbon and/or renewable energy or fuels industry.
- Requires completion of ten years of related experience.
- Bachelor's Degree in preferred areas of Engineering, Environmental Science, English, journalism, marketing and communication, nonprofit management, or creative writing required.
WORKING CONDITIONS
Office and Field worker
Work locations routinely take place indoors, under controlled conditions and may include walking, sitting, or standing at a desk, and using office equipment including but not limited to computer, printers, and phone. Grants Manager will be required to travel independently to the company’s California offices (Dallas, Costa Mesa, Visalia, Bakersfield) and to our bioenergy projects located on dairy farms and agricultural properties to interview, gather information and learn first-hand how projects operate. The Grants Manager may lift items up to twenty-five pounds during the normal course of business. Some travel to field locations may occur where Grants Manager may be required to wear protective equipment.
