Hour Per Week: 40 Rate of Pay: $40,000.00 - $40,000.00 Status: Accepting and Reviewing Applications Apply Now JOB DESCRIPTION General Statement of Duties Under administrative direction of the Grants Management & Community Development Office, the Grants Management Manager II provides leadership and direction for all grant programs funded by federal, state, and local funds or other sources; oversee the management, the financial administration, the compliance, and the reporting of federal, state, and local grants; ensure that program staff accomplish their approved program initiatives. The Grants Management Manager II (GMMII) is responsible for the execution and administration of grants awarded to the city under the areas of Education, Small Business, Housing, and Quality of Life.
GMM II will assist and execute the monitor grant activity to ensure appropriate use of funds under the direction of Grant Management Manager I (GMMI). The employee is also responsible for ensuring the City's activities are within legal requirements and restrictions. Essential Functions These are intended only as illustrations of the various types of work performed.

Maintain regular, reliable, and prompt attendance, physically present to work. Ensure compliance with the rules and regulations administered by the grantor; oversee special audits conducted by grantor in conjunction with the GMMI.
Perform functions of financial administration and reporting to include, but not limited to preparation and timely submission of grant applications and reports, development and adjustment of associated budgets, coordination of budgeted funds, screening and processing requests for expenditures and ensuring the timely application for reimbursement from the state while in conjunction the GMMI. Serve as a liaison with GMCD Director and other department directors on issues regarding grants. Monitor interventions and programs funded by grants to ensure compliance with grantor guidelines while in conjunction with GMMI.
Assign certain grants and/or related responsibilities to individual departments and coordinate their activities related to the grants assigned. Assist in evaluating the fiscal administration of grant programs. Responsible for the preparation and timely submission of grant applications, application amendments, and budget transfers under the supervision of GMMI.
Coordinate staffing levels related to grants for input into the Position Management System. Work collaboratively with departments who have grant personnel to ensure compliance with grantor requirements; and Perform related work and other duties, as required. Minimum Qualifications and Requirements Bachelor's Degree with a concentration in accounting or finance and previous experience in grants financial management, finance, accounting, and/or auditing.
Experience in public sector setting preferred, but not required. A comparable amount of training and experience may be substituted for the minimum qualifications. Requires the incumbent to hold current valid class "C" driver's license from the Texas Department of Public Safety with a satisfactory driving record.
Bilingual English/Spanish Preferred. Pre-employment screening and physical required. Physical Demands Must have the use of sensory skills to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls.
Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax. No significant standing, walking, moving, climbing, carrying, bending, kneeling, reaching, crawling, and handling, sitting, standing, pushing, and pulling. The noise level in this environment is usually quiet in an inside office setting.
The employee must occasionally lift and/or move up to 10 pounds. Supervisory Responsibility This position has no supervisory responsibilities. Position Type/Expected Hours of Work This is a full-time, exempt position, with a 40-hour work week.
Incumbent must have the ability to work flexible hours including holidays, evenings, and weekends, if needed. Participation in City sponsored special events, trainings, or meetings, may be required. Knowledge, Skills, and Abilities Knowledge - Knowledge of grant processes including accounting and financial reporting.
Proficient in the use of financial management software to include spreadsheets and databases, required. Must have knowledge of municipal operations. Skills - Interaction with others outside the organization requires exercising participative management skills that support team efforts and quality processes.
Understanding written sentences and paragraphs in work related documents. Giving full attention to what others are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times. Understanding the implication of new information for both current and future problem solving and decision-making.
Requires managing and monitoring work performance of a department including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department. Abilities - Ability to interpret complex grant funding requirements, submissions, and budget projections; ability to interpret federal, state, and local government laws and regulations regarding grant administration; ability to review the work of others to ensure conformance to standards; ability to communicate effectively across a broad spectrum of staff, both orally and in writing required. Ability to perform complex data recording/ record keeping operations, complex mathematical manipulations and possess a positive attitude toward fellow employees and officials.
