The Texas Workforce Commission (TWC), a Family Friendly Certified Workplace, is seeking a Grant Manager (Contract Specialist III) to join the Business & Education Grants department located in Austin at 101 E. 15th Street, in Austin, Texas. This position is eligible for remote working from anywhere in the state of Texas.
You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

WHAT YOU WILL DO:
The Grant Manager performs highly complex (senior level) contract management work. Work involves evaluating, developing and managing a broad range of contracts. May supervise the work of others. Works with limited supervision, with considerable latitude for the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO:
-Oversee a portfolio of grants and ensures the oversight of contract deliverables.
-Communicate with the TWC staff and other grantees and their partners regarding contract deliverables and performance.
-Provide technical assistance and guidance to grantees regarding grant administration, policies and procedures, and resolves related issues.
-Develop and negotiate contracts, contract renewals, and amendments according to grant specifications and grantee applications.
-Coordinate and facilitate procurement related meetings such as kick-off and pre-proposal meetings, and post-award conferences, among others.
-Monitor contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies, recommends cancellation of contracts when deviations occur.
-Evaluate expenditure data and makes projections to ensure the appropriate use of funds.
-Maintain tracking and reporting on all contracts assigned.
-Resolve audit exceptions by defining causes of errors and recommending appropriate dispositions.
-Monitor legal and regulatory requirements pertaining to contracting.
-Assist with developing and makes recommendations in contract administration policies and procedures.
-Perform related work as assigned and required to meet the mission and goals of the team and the Texas Workforce Commission agency.
YOU ARE A GREAT FIT WITH:
-Certified Texas Contract Manager (CTCM) and/or Certified Texas Contract Developer (CTCD)
-Knowledge of laws and regulations pertaining to grants and contract administration.
-Knowledge in research and program planning and development and budget processes.
-Knowledge in business administration, financial management and accounting.
-Knowledge in grant preparation, development, evaluation, and monitoring.
-Ability to interpret guidelines, policies, procedures, and regulations.
-Ability to evaluate fiscal data for reasonableness, allowability, necessity, and conformity with grant requirements.
-Written and oral communication skills to effectively work with stakeholders.
-Proficiency in Microsoft Office Suite.
YOU QUALIFY WITH:
-Completion of two years (60 semester hours) of accredited college work, plus three years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers.
-One year of experience may be substituted for each year (30 semester hours) of education.
-One year of full-time in-service experience classified as a Contract Specialist II with regular status will satisfy the minimum qualifications
Duty may require up to 10% travel within the state of Texas and the ability to carry 5 pounds.
Must obtain Certified Texas Contract Manager (CTCM) certification and Certified Texas Contract Developer (CTCD) certification within one (1) year of employment. Must maintain certification throughout employment.
