PURPOSE
The Director Human Resources will have the responsibility to establish and maintain criteria for recommending employment, assignments, and dismissal of personnel in cooperation with departmental leadership. The Director of Human Resources will create relationships within the District to ensure consistent handling of all personnel related matters. This position is responsible for ensuring that highly accredited teachers are working for the District and that appropriate performance and certification evaluations are executed in a timely and consistent manner to maintain highly performing classrooms and educational support services. The Director of Human Resources will oversee all areas that involve recruiting, compensation, staffing, employee and labor relations. The Director of Human Resources will create and enforce consistent procedures and oversight for receiving, investigating and processing grievances and employee complaints of discriminatory or harassing behaviors in the work place.
ESSENTIAL RESPONSIBILITIES AND DUTIES
- Coordinates and has the primary responsibility of the recommendation, to the Assistant Superintendent for Human Resources, for the recruitment, selection, training, assignment, transfer, promotion and termination of personnel.
- Responsible for recruitment and retention of highly qualified and highly effective staff in cooperation with all department leads, determines personnel needs of the District. Supports and attends recruitment/job fairs.
- Conducts new employee orientations and other Human Resources related trainings.
- Maintains all personnel records, including applications, current certificated and classified employee lists, assignments, and salary, and credential information, employment testing records, required health tests, position descriptions, and evaluation procedures.
- Coordinates wage, salary and benefit administrations and research. Makes recommendations for salary reviews for certificated staff.
- Directs CPS policies and administrative procedures pertaining to employee rights and
responsibilities as well as advising managers of their rights and responsibilities with
respect to employees.
- Participates in the periodic review of Board policies and administrative procedures and
assists with the development of recommended revisions.
- Advises administrators, teachers, and the Board in matters concerning personnel law, in conjunction with Legal Counsel and Human Resources Leadership team.
- Holds weekly meetings with Human Resources Supervisor. As well as supervises and evaluates Human Resources Supervisor.
- Contributes to various collaborative meetings with the other department/division leadership in support of the District's mission.
- Supports department managers and administrators for personnel, including reviewing and assisting with evaluations and performance support/coaching. Coordinates the NEE initial and annual training for all administrators. Keeps a timeline for evaluation for administrators, and prepares a complete report in cases of discipline, dismissal or suspension.
- Coordinates with staff and Human Resources office personnel regarding employee leave and policies (FMLA, ADA, YLOA, Workers Comp, FLSA, CPS policy).
- Coordinates FTE and allocations within budget and board directives.
- Assists in coordinating hiring functions for staff, including the job posting, initial offer and salary information.
- Conducts and manages Human Resource audits as related to position control, procedure effectiveness, and legal compliance regarding HR functions.
- Manages salary classification review process annually.
- Creates and enforces consistent procedures and oversight for receiving, investigating and processing grievances and employee complaints of discriminatory or harassing behaviors in the work place.
- Provides building leaders, investigations training systems and process for issues and grievances in the buildings.
- Serves as Title IX investigator.
Perform other duties as necessary to support the mission and vision of Columbia Public Schools.

QUALIFICATIONS
Minimum:
- Bachelor's Degree with specialization in Business, Public or Educational Administration, personnel, or other related degree.
- Missouri Administrative Certificate and/or SHRM certification (PHR or SPHR).
- Five years' experience in public and educational administration including three years of increasingly responsible technical personnel experience, or effective Human Resource administrative experience.
Preferred:
- Education: Masters and or Doctorate in Education or Human Resources or related field.
- Progressive experience within education and/or Human Resources. Preferred candidate will have experience at the secondary and/or elementary level with experience in coaching employees, evaluations, and student scheduling. Excellent communication skills, strong technology skills, employee relations and investigatory experience preferred, facility with various database tools and interpretation of data, broad knowledge of personnel administration and law, including compensation, job analysis, and labor relations.

Other Skills: Demonstrate excellent listening, interpersonal, and non-verbal communication skills. Demonstrate excellent written and oral communication skills. Manage multiple tasks simultaneously.
Maintain collegial working relationships with staff. Maintain a positive relationship with members of the community. Effectively manage conflict.
Physical Demands: While performing the duties of this position, an employee is regularly required to move about, talk, and hear; Close vision ability to look at a computer screen for long periods of time is required. Travel between district facilities. Moderate amount of travel, both in and out of state.
Attendance: Consistent and regular attendance is an essential function of this position. Expected to attend Board meetings and other District events throughout the community.
Conditions and Environment: The work environment is consistent with a typical office environment; at times, many staff members may be present and speaking simultaneously. Frequently required to work irregular or extended hours, including evenings and weekends.
