Job description

The Executive Office of Elder Affairs (EOEA) is seeking a dynamic and proactive accounting professional to serve as the agency's Accounts Payable Specialist. The selected candidate will be responsible for tracking, managing and distributing payments to the agency's vendors. This position will work closely with program staff, management, and vendors to ensure all payments are made timely and accurately. This position will report to the Director of Contracts & Accounting. This is a hybrid position, which will be required to work a minimum of two (2) days per week in the agency's Boston office.

 

Duties and Responsibilities (these duties are a general summary and not all-inclusive):

  • Track electronic and hard copy invoices at various stages of the payment process
  • Assist with escalating and resolving invoice or contract issues that need to be addressed before payments can be made
  • Verify financial data required to make payments and obtain proper invoice and vendor information from agency staff or vendors
  • Match the corresponding purchase orders to incoming invoices and supporting documentation
  • Process payments according to state finance law, Office of the State Comptroller requirements, and agency procedures
  • Reconcile invoices and payments by verifying entries and comparing data from the Massachusetts Management and Reporting System (MMARS) and the Commonwealth Information Warehouse (CIW) against invoicing systems and workflow management tools 
  • Receive information and provide requested information in the agency's electronic workflow management tools
  • Assist with preparing monthly closings and other types of reports for agency staff
  • Develop and maintain an electronic filing system for copies of vouchers, invoices, or other correspondence necessary for general agency record keeping, audits, and Public Records Requests
  • Assist with the design, continuous improvement, documentation, and implementation of unit policies and procedures
  • Other duties, as assigned.

 

Required Qualifications:

  • Ability to problem solve and think critically, with very strong attention to detail.
  • Ability to build relationships and complete assigned tasks with a strong customer service orientation, as well as strong teamwork and collaboration skills.
  • Demonstrated ability to express concepts and ideas orally and in writing.
  • Capacity to multi-task, meet deadlines, and work with minimal supervision.
  • Proficiency in Microsoft Office (Access, Excel, Word, PowerPoint and Outlook) and teleconferencing/collaboration systems (e.g. Webex, Teams, Zoom, etc.).
  • Ability to exercise discretion and work with confidential and sensitive information.
  • Ability to demonstrate a strong work ethic and personal accountability.
  • Proven ability to work under tight deadlines and handle pressure, possessing a strong sense of urgency and agility.
  • Skilled in reading and interpreting financial reports, accounts and ledgers; proficiency in calculating, balancing, and compiling figures.
  • Familiarity of state and federal laws, rules, and regulations governing expenditures of state and federal funds.
  • Capacity to establish and maintain effective working relationships with agency officials, staff associates, other employees, and vendors.

 Preferred Qualification:

  • Experience with state fiscal systems such as MMARS and CIW is a plus.
  • Knowledge of principles and practices of accounting.

The Executive Office of Elder Affairs (EOEA) is responsible for the development and management of a comprehensive network that provides services to thousands of older adults and persons with disabilities. EOEA is responsible for ensuring that the services provided are of the highest quality, are consumer-focused, and delivered cost-effectively. EOEA is responsible for managing the statewide Aging Service Access Points network, Adult Protective Services, LTC Ombudsman, Certification of Assisted Living Residences, Councils on Aging, and is also responsible for numerous other state and federal programs including Prescription Advantage, Elder Nutrition and Meal services, SHINE (program to counsel elders on health insurance options), congregate and supportive housing, and SCSEP (a program for older workers). Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. 

 

Substitutions: 

I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.* 

 

II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.* 

 

III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.* 

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. 

 

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
