The Federal Reserve System's Information Technology organization (System IT) is a nationwide team that encompasses all IT functions and resources across the Fed. Overview
The Vice President (VP) will have direct responsibility for approximately 45 staff and lead our Enterprise Architecture Office, Data Management Office, and Cloud Development Platform teams. As the head technologist, you play a crucial role in shaping and implementing our enterprise architecture strategy and ensuring the successful integration and optimization of our cloud development platforms. This senior leadership position requires a forward-thinking individual with a strong background in enterprise architecture, data, cloud, and people leadership. You have responsibility and influence for enterprise architecture and cloud for the Federal Reserve Bank of St. Louis (FRB St. Louis) as well as across all of System IT. The VP is a member of the senior leadership team and reports to the CIO.
Responsibilities
- Develop and lead the enterprise architecture strategy to align with business objectives and drive efficiency.
- Oversee the design and implementation of cloud development platforms to support scalable and secure business operations.
- Collaborate with cross-functional teams to ensure the integration of cloud technologies into existing systems and applications.
- Provide technical leadership and guidance on best practices for enterprise architecture and cloud solutions.
- Evaluate emerging technologies and trends to recommend innovative solutions that enhance business performance.
- Foster a culture of continuous improvement, innovation, and excellence within the technology organization.
- Recruit, hire and develop talent in the organization as well as manage the evolution of the organizational structure to support the growing and evolving business needs. Coach and mentor top talent to support talent management and succession needs. Accountability includes direct performance evaluation for 2-3 senior managers.
- Establish and maintain communication and strong and effective working relationships with staff, FRB St. Louis partners, System, and U.S. Treasury stakeholders.
- Contribute thought leadership to local, System and Treasury IT initiatives.
- Create and support a work environment that encourages and leverages innovation at all levels.
- Develop and execute a comprehensive strategy and roadmap including, but not limited to, cloud, application, enterprise and data architecture.
- Assist teams in understanding and assuming new responsibilities resulting from DevOps and "shifting left."
- Help drive innovation, one of the FRB St. Louis' Core Values.
- Promote and instill Agile principles and culture throughout the team.
- Stay abreast of industry trends and emerging technologies and provide staff thought leadership towards how to apply to the Division.
- Ensure organizational effectiveness and efficiency.
Qualifications
- Bachelor's degree, Masters preferred, in a Technology or Business Discipline or commensurate experience.
- 15+ years working within IT with experience managing application architecture and design, cloud and application integration.
- 5+ years of experience in managing employees with responsibility for staffing decisions, mentoring, coaching and development, and performance evaluations.
- Strong people leadership and talent management skills including attracting and hiring talent, engagement with staff, and a focus on individual and team development.
- Demonstrated track record of innovation and driving business and technology strategy and results in a fast-paced environment.
- Proven ability to interact well with various technical teams, business owners and management at all levels of the organization, including external business partners, to successfully deliver on changing business needs.
- Advanced knowledge and hands-on experience in IT to support all aspects of development and delivery cycles.
- Demonstrated experience in building and maintaining self-driven, high-performing teams.
- Successful experience with Agile delivery and product management practices.
- A demonstrated commitment to diversity and inclusion.
- Highly proficient written and verbal communication skills, including the ability to communicate in an articulate, concise manner to a wide range of audiences from staff to executives.
- Strong presentation skills; ability to present and discuss strategies and technical information in a manner that establishes rapport, persuades others, and establishes understanding for technical and non-technical audiences.
- Ability to maintain confidentiality and appropriately handle sensitive information.
- Travel (15%).
- Position requires US Citizenship.
