Overview
The Facilities & Infrastructure Operations Division is responsible for plant engineering, plant energy and utility operations, and facility operations for the South campus and leased facilities, North Campus and Infrastructure Operations, the Physical Science facility, and the 300 Area. In addition, the Division oversees campus infrastructure such as fabrication and craft services, duplicating and mail services, relocations, receiving, distributed services, and maintains operations of roads, grounds, and utilities for the campus.
Responsibilities
Responsible for evaluation and interpretation of regulations to ensure the technical aspects/content of required documentation for PNNL facilities meets the intent of local, state, and federal requirements. Support development/revision and implementation of resulting processes, practices and procedures. Investigates and resolves compliance issues/questions received from PNNL management or staff. Perform assessments of assigned program elements to ensure that requirements are flowed down into HDI work controls and deployed effectively in the field. Analyze the data collected during these assessments to determine strengths and weaknesses, causal factors, root causes, and recommendations for improvement. Responsible for maintaining the Laboratory's Facility Use Agreement (FUA) process and technical bases for the operating boundaries of PNNL facilities. Develop and maintain working relationships with PNNL staff and all levels of PNNL and DOE.
  • Leads Work Control Center activities and operations for the core team to include work screening.
  • Scope review for impact on research and operations.
  • Schedules core team field work activities with available resources.
  • Performs assessments as required.
  • Assist building manager and research operations manager with setting priorities and tracking status of service requests/preventative maintenance items.
  • Works with owners of M&O programs to resolve issues regarding conduct of operations and work control.
  • Qualify as the core team work planner and Building Manager and perform duties as assigned to include rotating on the on-call schedule.
  • Writes and revises procedures as needed to ensure safe and compliant operations
  • Assist the triage manager in reviewing work activities for impact to the operating envelope and Safety Management Strategy.
  • Coordinates with research organizations and facility management on planned service interruptions for maintenance.
  • Provides technical review of maintenance procedures, facility modification packages, project planning documents for correctness, relative to plant systems, structures, and components.
  • Attends Critiques, Management Reviews and support Casual Analysis.
  • Generates service requests to correct facility problems or activities.
  • Assignment as member of the Building Emergency Response Organization.

Qualifications
Minimum Qualifications:
  • BS/BA and 7 years of relevant experience -OR-
  • MS/MA or higher and 5 years of relevant experience

Preferred Qualifications:
  • Work Planning and Control Experience/Project Management/Coordination.
  • Procedure writing experience.
  • Experience implementing DOE O 422.1 Conduct of Operations.
  • General knowledge of event reporting and classification processes.
  • Ability to lead inter-disciplinary teams dealing with issues related to their expertise.
  • Demonstrated ability to work with people effectively and possess strong problem-solving team-building skills; fosters collaboration and grows the skills of others.

Due to business needs and client space, US Citizenship is required.
Pacific Northwest National Laboratory is subject to the Department of Energy Unclassified Foreign National Access Program site, information, technologies, and equipment access requirements.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
