Position

This full-time and exempt from representation position reports to the Vice President of Human Resources. This confidential position works independently exercising decision-making authority within established guidelines using discretion to complete work objectives. This position, in partnership with the HR team, is responsible for performing a variety of complex human resource services to employees, including benefits administration and operational human resources functions, so that RTC may effectively serve our diverse campus and external communities.
The salary for this position $72,000-$78,000 and the priority consideration date is on March 15, 2024. RTC's appointing authorities reserve the right and may exercise the option to make an employment decision prior to the priority application deadline and conclusion of the recruitment process.

Key Responsibilities / Essential Functions Include
  • Demonstrate multicultural competence (including an awareness and understanding of historically disadvantaged populations) and create an educational and work environment that affirms commitment to equity, diversity, and inclusion.
  • Support the college's mission by creating a learning and work environment of mutual respect and fairness, while encouraging creative and critical thinking. Contribute to the appreciation of diversity and foster a climate of multicultural understanding.
  • Apply human resources rules, policies, procedures, and appropriate collective bargaining agreements in resolving routine and complex issues associated with a variety of human resources functional areas. Communicate professionally and effectively, both orally and in writing, with college employees, departments and outside agencies.
Benefits
  • Responsible for partnering with Benefits & Wellness Manager for coordination and administration of benefits, including complex issues for all employees at all stages of employment.
  • Perform data entry to process new enrollments, changes, and terminations in applicable database systems, including PeopleSoft, Benefits 24/7, DRS, TIAA, etc.; coordinate benefit changes with payroll to ensure proper deductions are taken and process adjustments as needed; reconcile monthly benefit and retirement statements.
  • Interpret plan policies, coverage documents, procedural requirements, and applicable collective bargaining agreements.
  • Present information at new employee benefit orientation sessions, during Open Enrollment, and facilitate retiree transitions; arrange for individual meetings as necessary in order to help employees understand the College's benefit programs and processes.
  • Assist with on-campus workshops and other benefits-related events, including annual open enrollment, benefits fairs, and advising sessions for individual retirement plans, wellness initiatives, etc.;
  • Receive, evaluate, and respond to inquiries from employees and the general public, providing information and assistance on employee benefits.
  • Process reports and compile information related to employee benefits, including requests for information from the State Board and/or from public records requests; maintain accurate records and files to ensure accuracy of data reporting.
  • Manage the Commute Trip Reduction program for RTC employees.
HR Operations
  • Responsible for partnering with HR Operations manager for processing necessary electronic and paper-based employment records, ensuring accurate and timely workflow and processing.
  • Manage human resources data, maintaining confidential records, ensuring accuracy, generating complex reports ensuring compliance with all federal and state regulations. Responsible for data integrity by accurate entry of personnel data into college personnel management system (ctcLink) as well as updating personnel data in other college systems.
  • Support operations with new employee's new hire paperwork insuring it is timely and appropriately completed and input ctcLink system, including creating new employee files, maintaining all current and separated employee personnel records. Prepare employee separation and exit forms.
  • Prepare, analyze and distribute reports using the query report builder in ctcLink, including system required reports and compliance-related reports (ie union reports. Perform regular data audits with Operations manager.
  • Ensure personal data and other confidential information is handled sensitively and kept secure.
  • Establish and maintain relevant and appropriate tracking systems to include but not be limited to classified staff probationary and/or trial period evaluations, annual performance evaluations process, etc.
  • Ensure employee job descriptions are up to date. Collaborate with supervisors to update job descriptions when needed.
  • Assist VP/Lead campus Negotiator with collective bargaining and serve as member of college employee investigations (ie Title ix )as needed. Maintain record keeping and the completion of various reports and surveys.
  • Compose correspondence and prepare communications for human resource related issues.
  • Maintain and update HR Department SharePoint site, including the College Road Map.
  • Assists with purchase requests, entering into ctcLink Procurement Database for annual blanket and monthly purchase orders as needed.
  • Adhere to SBCTC record retention guideline for all HR documents.
  • Support public records responses with VPHR.
  • Manage the HR Calendar, including HR Conference Room reservations.
  • Maintain regular attendance and punctuality.
  • Perform other related projects and assignments as assigned.

Required Knowledge, Skills and Abilities
  • Experience or participation with persons from diverse backgrounds such as sexual orientation, racial, ethnic, religious, linguistic, gender, age, socioeconomic, physical and learning abilities, and a commitment to an inclusive and equitable working / learning environment.
  • Associate's degree in Business Administration, Behavioral Science or related discipline. Any combination of relevant education and/or experience may be substituted for the educational requirement on a year for year basis. Professional certification from a recognized human resources /personnel association ideal.
  • Two years increasing responsibility in human resources.
  • Ability to maintain confidentiality, think critically and exercise independent judgment.
  • Proficiency using Microsoft Office, specifically experience creating & editing documents, spreadsheets and presentations. Previous success learning new computer software programs/platforms required. HRIS experience required, PeopleSoft preferred.
  • Ability to work effectively with individuals whose first language is not English.
  • Demonstrated ability to promote universal design and accessibility. Proficiency in (or ability to learn within 6 month of hire) the production of accessibly content, whether print or electronic.
  • Demonstrated knowledge of and ability to interpret federal and state personnel laws, rules and regulations.
  • Excellent leadership and interpersonal skills and ability to work effectively as part of a team; ability to develop and maintain effective working relationships with internal and external constituents.
  • Demonstrated attention to detail required as well as previous experience maintaining accurate records,
  • Planning and organizing work in order to meet changing priorities and deadlines.
  • Work collaboratively and collectively as a member of the Human Recourses team. Ability to represent the college in a positive and professional manner, while using tact, discretion and courtesy.
  • Ability to speak a regionally top spoken language other than English is preferred (Spanish, Vietnamese, Russian, Somali, and Chinese).

WORKING CONDITIONS:
This position works during college business hours, however, there may be events (on and off campus) the position will organize and/or attend. Work is sedentary in nature and is performed in an office environment which is adequately heated and ventilated. Frequent use of computer and exposure to terminal screens in performing work assignments required. This position will move throughout campus periodically, utilizing various spaces to facilitate planned activities. Work will occur on-campus, with occasional remote work possible and depending on office coverage needs.
