Keeping Washington Clean and Evergreen
The Solid Waste Management programwithin the Department of Ecology is looking to fill a Statewide Resources Section Manager (WMS Band 2) position. This position is locatedin our Headquarters Office inLacey, WA. Upon hire, you must live within a commutable distance from the duty station.

In this role, you will manage the Solid Waste Management Statewide Resources Section staff, budget, and resources in a manner that fosters positive relationships with businesses, local governments, and non-governmental organizations.
It is an interesting and challenging time for the management of discarded material, plastic packaging, and other recyclable products. As the Statewide Resources Section Manager, you will help develop policy and regulation to improve Washington state’s solid waste system by responsibly managing solid waste and recyclable materials. New programs may include policy around product producer responsibility programs, product bans, removing plastic and plastic debris from the environment, and improving Washington’s recycling system by removing contamination and selling reusable recycling material. Your work in this role will have true impact as you help create Washington’s circular economy.

Duties
What makes this role unique?
Washington state is a national leader in solid waste management, recycling, and producer responsibility programs. In this role, you will manage both budget and resources as you lead Statewide Resources Section staff in continuing to move Washington forward in solid waste management and recycling.
What you will do:
- Lead a team of environmental scientists, environmental planners, a communications team, Information Technology specialists, and financial grant administrators.
- Manage a multimillion-dollar litter prevention program.
- Develop and implement programs that will set a national standard for the management of recyclable products.
- Assist the SWM program in development of waste management opportunities and technologies to remove organic waste from landfill disposal.
- Manage a multi-dimensional pass-through grant program exceeding 33 million dollars.
- Assist in the management of a land application program for biosolids (treated material from wastewater treatment plants).
- Support and collaborate with local governments in meeting the requirements for landfills under the Climate Commitment Act.
Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
A total of 9 years of experience and/or education as described below:
Experience in environmental analysis, control, planning, community outreach, or supervisory experience.- Education: involving a major study in an environmental, physical, or natural science, planning, business administration, or closely related field.
