Deputy Section Manager Federal Financial Reporting (WMS2/FS)

The mission of the Financial Service Division (FSD) is to support and assist in meeting the diverse needs of individuals and families by facilitation of sound management of its fiscal resources. A few ways the Deputy Section Manager of the Federal Financial Reporting Section directly supports the mission is by monitoring federal award spending and revenues, providing fiscal support to internal and external stakeholders, and ensuring the accuracy of Federal Financial Reporting data.

About the division:
Health Care Authority's Financial Services Division (FSD), in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor a $14.5 billion annual budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. This division maintains a close working relationship with agency programs, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.
About the position:
The Federal Financial Reporting Section is responsible for the preparation and submittal of federal reports pertaining to Medicaid, CHIP, and the Mental Health and Substance Abuse block and discretionary grants. Additionally, this section oversees the agency cost allocation system and development of the cost allocation plan, manages the financial components of the Advanced Planning Document (APD) process, and coordinates with accounting and audit to ensure HCA complies with audits and reviews and resolves issues related to deferrals and disallowances.
The Deputy Section Manager Federal Financial Reporting (WMS2) of Federal Financial Reporting oversees the two (2) functional units within the section:
• Behavioral Health Grants Unit
• Federal Claims Unit
This position is responsible for cultivating and maintaining collaborative relationships as well as coordinating with the Department of Social and Health Services (DSHS), the Department of Children, Youth, and Families (DCYF), the Office of Financial Management (OFM), as well as other governmental entities to ensure compliance with federal and state policies, rules and regulations. This includes having the delegated responsibility, latitude, and discretion when performing the analysis, monitoring, and reconciliation activities required for Title XIX Medicaid funds, Title XXI Children's Health Insurance Program (CHIP), the Mental Health Block Grant (MHBG), Substance Abuse Block Grant (SABG), and all other behavioral health related discretionary grants. Further, this position is responsible for the development, maintenance, and submittal of Federal Financial reports pertaining to these funding sources.
This position is eligible to telework but is occasionally required to report on-site to meet business needs. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
  • Ensures accuracy of federal grant financial data reported from other state agencies such as OFM, DSHS, and DCYF; serves as liaison on Federal Financial issues pertaining to DSHS, the State Auditor's Office (SAO), Office of State Treasurer (OST), OFM, CMS, Department of Health and Human Services (HHS), the Substance Abuse and Mental Health Services Administration (SAMHSA), and other state and federal agencies to ensure a thorough, accurate, and consistent understanding of the agencies fiscal issues.
  • Partners with Federal Financial staff including the regional and central CMS office on interpreting federal regulations, handling agency deferrals, addressing agency disallowances, ensuring compliance with new regulations and providing input on proposed regulations. In addition, this position oversees the administration of the federal grants in each of the DSHS programs to ensure adherence to the State Medicaid Plan, automated Cost Allocation Plan (CAP), and Public Assistance Cost Allocation Plan (PACAP) and federal rules and regulations. Additionally, works closely with the HHS and SAMHSA staff to establish new grants in the federal Payment Management System (PMS), troubleshoot account problems, and provide requested documentation.
  • Coordinates with staff including the Accounting Section Manager, as well as accounting and budget staff to ensure consistency of accounting principles and accuracy of fiscal data in management reports and monitoring tools. Additionally, works closely with the Data Analytics staff to ensure the data used for the compilation of the CMS reports is accurate. Supervises the fiscal reporting requirements of the agency's federal and state audits to ensure the most efficient use of the agency resources while remaining in substantial compliance with all audit standards.
  • Provides direction and oversight in the development and implementation of the agency's federal accountability, compliance, and reporting policies and as required to state and federal laws and regulations which have federal and state financial impact. Ensures federal expenditures are following the Budget and Accounting Act, Generally Accepted Accounting Principles (GAAP), Office of Management and Budget (OMB) Circular A-87, Circular A-133, Code of Federal Regulations (CFR) 42 Public Health, and 45 Public Welfare. Utilize current information from the American Public Human Association (APHSA), Federal Funds Information for States (FFIS), Human Services Finance Officers (HSFO), and Association of Government Accountants (AGA) to monitor trends, new and proposed legislation, and audit findings.
  • Directly supervises the Federal Financial Reporting supervisor and the Behavioral Health Grants Supervisor WMS positions within the Federal Financial Reporting Section, with responsibilities for the completion of annual performance evaluations along with various personnel duties as required. This manager serves as a leader, mentor, trainer, and manager of all work performed by these staff. This position assures appropriate and optimum use of the agency's resources and enhances the effectiveness of employees through timely appraisal and professional development opportunities; and supports effective communications throughout the agency; maintains the highest personal, professional and ethical conduct and standards.

Qualifications
Required qualifications:
  • Bachelor's degree in accounting, finance, budget, public administration, or related field.

AND
  • Four (4) or more years of professional experience working with large, complex financial systems/information is required. Experience within the State or other government entity is strongly preferred.

Note: Years of experience can substitute for a degree on a year for year basis.
Required Competencies:
  • Experience in financial accounting and staff supervision.
  • Ability to adapt and lead through changes within an agency.
  • Ability to engage multi-disciplined experts in problem-solving and decision-making.
  • Effective verbal and written communication skills, including the ability to translate complex financial/analytical information for non-financial/analytical audiences.
  • Ability to represent the agency to outside stakeholders and other entities.
  • Strong professional and work ethics.

Preferred Qualifications:
  • Master's degree in accounting, budget, finance, public administration, or related field.
  • Five (5) or more years of professional experience within the State or other governmental entity working with large, complex financial systems/information.
  • Experience in cost allocation development.
  • Experience coaching and mentoring staff, enabling team members and co-workers to succeed through effective instruction, feedback, and encouragement.
  • Fiscal accountability in following federal and state rules and regulation, policies, principles, standards, and guidelines.
