The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Southwest Region Section Manager (WMS Band 2) position. This position is located in our Headquarters (HQ) in Upon hire, you must live within a commutable distance from the duty station.

As the Southwest Region Section Manager, you'll use your knowledge of advanced principles of human resources, environmental and engineering management, principles of business economics and planning, strategic planning, and detailed knowledge of multiple state and federal laws and regulations regarding all aspects of environmental remediation.
The mission of the Toxics Cleanup Program (TCP) is to protect Washington's human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.

Duties
What you will do as the Southwest Region Section Manager:
The Toxics Cleanup Program manages thousands of cleanup sites across Washington State. Your role as the Southwest Region Section Manager directly implements the State's Model Toxics Control Act (MTCA), state and federal underground storage tank regulations, enforcement actions, and natural resource decisions impacting local, state, and federal agencies.
  • Plan, lead, organize, and control the work performed by the section. Make critical decisions regarding highly technical cleanup actions, enforcement decisions, and workload decisions relating to 41 staff.
  • Develop detailed program plans and workload analysis for the section, defining goals and objectives, and coordinating program development activities with other regions, regional programs, and headquarters.
  • Mentor, supervise, and evaluate performance of three unit supervisors and seven other direct reports.
  • Support teamwork and cooperation through open and honest communication. Enhance the effectiveness of employees through timely appraisal and professional development opportunities. Recognize the contributions of others.
  • Work collaboratively as a member of the TCP Program Management Team to develop program plans, strategic initiatives, policies, procedures, and address program-wide technical policy and professional issues, including information management. Recommend and approve initiatives pertaining to personnel, budget, and environmental management.
  • Implement cleanup laws, regulations, policies, and guidance regarding cleanup action at contaminated sites.
  • Coordinate with local, state, and federal agencies, including the Environmental Protection Agency, elected officials, tribal governments, and stakeholder representatives to ensure progress on significant, complicated projects.
  • Represent the agency on complex negotiations, including the development of inter-agency Memoranda of Agreement, and resolution of site-specific or issue-specific disputes.

Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
A total of eleven years of experience and/or education as described below:
  • Professional experience in: the field of contaminated site cleanup, solid or hazardous waste management, air quality management, water quality management, or underground storage tank regulation, or related field, to include two years of management experience in a hierarchical or matrix management structure.
  • Education involving: major study of a physical, biological or environmental science, or environmental management or planning.

Special Requirements/Conditions of Employment:
  • Must possess and maintain a valid driver's license.
