This position works in the Public Works Transportation Division and reports to the Safe Routes to School Coordinator and Principal Engineer. This is a limited duration position funded through June of 2026. The person in this role will work a flexible schedule approximately 24 hours/week, including occasional evenings and weekends.
This is an opportunity to support the next chapter of Hillsboro's Safe Route to School program, including policy and curriculum development and engaging with middle and high school students to explore fun and meaningful ways for them to develop awareness in safety, education, design, and advocacy. Key Responsibilities
Safe Routes to School Project Specialist will have a primary role in delivering the following five tasks, working closely with the Safe Routes to School Coordinator, Hillsboro School District, and larger Hillsboro community to further Safe Routes to School policy and programming - increasing sustainability and scalability.
- Facilitate Safe Routes to School policy and curriculum development.
- Advance Safe Routes to School coalition development and citywide Safe Routes to School plan.
- Provide school-specific travel plan support.
- Expand safe walking and rolling program opportunities.
- Develop the Safe Routes to School lending library.
- Advancing historically marginalized community (HMC) members' and students' participation in Safe Routes to School activities. This means meeting with community members, the Hillsboro School District, parent organizations, students, and community organizations to better understand needs and generate solutions.
- Expanding in-school and in-community safety education opportunities for grades K-12. This includes developing activities and curriculum that educate and engage.
- Increasing safe community-school routes and crossings with trained supervision (i.e., Walking School/Bike Busses, remote drop off walking groups, and Crossing Guards). This work includes working with planners, engineers, school sites, parents, and students.
- Developing city and school policies that promote multimodal access to School, including prioritization of resources. This activity will include collaboration, research, and writing.
- Furthering opportunities for school staff leadership in planning and program direction. This work may include collaboration regarding curriculum resources, understanding educator barriers to including Safe Routes education, and working on solutions that create a win for the educators and students.
Associate's degree in a closely related field, and 3 years of related experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. This position requires a valid driver's license and a safe driving record.
- Work collaboratively and positively with coworkers, students, parents, and other partners.
- Be proficient with Microsoft Office Suite, including Excel, Access, and Publisher.
- Work both as a part of a team and independently.
- Possess strong evaluation and data analysis skills.
- Demonstrate effective listening, verbal, and written communication skills.
- Be available to work early mornings, early evenings, and weekends when scheduled in advance for community engagement activities.
Bachelor's degree in planning, engineering, public health, education, policy or any combination of like courses. Professional experience may include unpaid and paid internships and School Projects.
The ideal candidate will also be:
- Familiar with the Hillsboro community.
- Bilingual in English and Spanish. The person in this position will engage with students and families who speak Spanish and may have limited English proficiency, so the ability to speak English and Spanish is preferred.
- Experienced in community engagement.
- Interested or have experience in teaching/coaching youth ages K-12.
- Aware of the barriers to accessing transportation.

The Transportation Division is responsible for ensuring that the City of Hillsboro provides and maintains equitable and safe access to the transportation system for people who walk, ride, and roll. The Division plans, designs, constructs, operates, and maintains the City's roadways, sidewalks, bicycle lanes, and roadway landscaping. As a member of the Transportation Division, the successful candidate will have the opportunity to work with transportation planners, engineers, inspectors, maintenance crews, in addition to contacts at Metro, Washington County, Hillsboro School District, and other partners.
Bilingual incentive pay available
Employees who can demonstrate the ability to speak Spanish, or any language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census, at a proficiency level determined by a fluency test administered by the City, will receive a monthly premium of three percent (3%) of their regular base pay.
