Job Description:
The
Oregon Department of Justice
is seeking to hire an Information Technology Project Manager (Information Systems Specialist 7) to serve on the Legal Tools Program Team. Our best candidate will work to ensure that Technology Projects for acquisition, development, and implementation throughout the Department are conducted effectively and efficiently. Your experience leading projects will propel your efforts as you lean on project management methodologies and techniques to ensure projects are accomplished on time, on budget, and meet the defined business goals. At this time, the position is Limited Duration through June 30, 2025. The current plan is to ask for continued funding into future biennia. If future funding is secured, the appointment may be extended or be made permanent. A rotational opportunity may be possible if the best candidate is internal and a rotation won’t negatively impact the business.

This position may be offered as full time remote within Oregon. Remote work for out-of-state candidates may also be possible, however, a number of factors must be considered; at this time, we are unable to accommodate remote work in all 50 states.

Six (6) years of Information Systems experience with responsibilities tied to complex technology and project management. Education will be counted as experience if degree was in Computer Science, Information Technology, or related field, or if a two (2) year accredited vocational training program was completed in Information Technology or related field. Work experience is based on a 40-hour work week. (Example: 20 hours a week for one year would equal six-months of work experience.)
  • Associate’s Degree (or 2-year vocational training) = Two (2) Years
  • Bachelor's Degree = Four (4) Years
  • Master's Degree = Six (6)
AND MUST
  • Agree to comply with specific security and confidentiality requirements of the Department and its business units.
  • Be highly skilled or trained in modern technology, business, and systems analysis to determine project scopes, design methodologies and techniques, and establish effective test plans.
  • Understand business computing systems including servers, networks, relational database systems, web services, and enterprise software.
  • Demonstrate leadership and teambuilding qualities; have a history of bringing people with competing agendas together to fulfill a common goal; and possess cross-functional problem-solving skills.
  • Ability to develop relationships and influence resources not directly managed.
  • Be able to work and communicate effectively with both technical and non-technical employees and vendors.
  • Have a history of exercising strategic thinking and sound judgment from both a “big picture” and detailed perspective.

  • Experience with IT modernization, business transformation initiatives, and systems and data migration and/or integration projects.
  • Demonstrated business results through effective planning, monitoring, and controlling programs and projects; execution-, outcome-, and deliverable-focused.
  • Familiarity with case management tools and software (i.e., case information management, time management, billing management, and document management).
  • Ability to fully understand the business needs of a large law firm as it pertains to technology and practical application in a legal environment.
  • Ability to adapt technical and process requirements to meet diverse business needs.
  • Highly organized, flexible, and responsive, with strong presentation and customer service skills.
  • Effective problem-solving, analytical, and time management skills.
  • Skilled at analyzing data and documentation.
  • Ability to communicate effectively, verbally and in writing, with a wide range of audiences regarding project management and business analysis practices, of which the audience may not have knowledge of or experience with.
  • Manage high-stress situations with poise.
  • Ability to manage and balance multiple and competing priorities on a regular basis.
  • Familiarity and experience applying techniques outlined in the Business Analysis Body of Knowledge (BABOK) and Project Management Book of Knowledge (PMBOK).
  • Certification in Business Analysis (PMI-PBA), Project Management (PMP or CAPM), or similar.

WHAT YOU WILL DO (in part)
  • Provide project management communications to teams, stakeholders, partners, and vendors; develop communication, change management, issues management, and responsibility matrix plans for projects and work efforts.
  • Project management performance tracking, project tracking, issue management, change management through software tools such as Microsoft Project.
  • Develop charts, graphs, and project documentation using productivity tools.
  • Provide analytical, technical, and project management direction and expertise.
  • Create, manage, and update project data, maintaining full quality control of project data.
  • Monitors projects and assists the team as assigned and needed; for assigned projects, responsible for business requirements, scope management, change control tracking, issue tracking, risk management tracking, and quality assurance and testing data.
  • Plan information requirements and support functions such as announcements of upcoming meetings, events, trainings, documentation, and other publications for appropriate customer involvement and participation.
  • Develop and manage project analysis, needs assessment, architecture, and project implementation with customers, stakeholders, vendors, and management.
  • Participate on teams that design and implement new systems and applications, conduct research, and make recommendations related to technologies and practices which significantly improve the efficiency and effectiveness of technology systems.
  • Develop implementation plans that may involve and require complex technical and cooperative work efforts with multiple state agencies, partners, jurisdictions, and/or vendors.
  • Provide project management leadership for large, unusual, and/or critical Technology Projects that are complex and which require cooperative communication and coordination across multiple state agencies, jurisdictions, partners and/or vendors.
  • Maintain knowledge of current and emerging technologies, processes and practices through ongoing training, professional organizations and publications, contact with other Information Systems and project management professionals and self-initiated study.
