Job Description:
The Oregon Department of Justice is looking to hiring an experienced technical professional to provide expertise and direction in the design, planning construction, installation, operations, continuity of operations, and maintenance of software solutions to support the Modernization Legal Tool Product as a Senior CloudArchitect (Information Systems Specialist 8). We need your expertise to harness and deliver the department's technology vision for the Legal Tool program to ensure the cloud solution is architected to business and industry standards. At this time, the position is Limited Duration through June 30, 2025, and in planning to request for continued funding into future biennia. If future funding is secured, the appointment may be extended or experience a permanent recruitment. A rotational opportunity may be possible if the best candidate is internal, and a rotation won't negatively impact the business.

REQUIRED ATTRIBUTES AND SPECIAL REQUIREMENTS

  • Seven (7) years of Information Systems experience in planning, designing, implementing, and supporting Business Intelligence tools.

OR
  • An Associate's degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND 5 years of Information Systems experience in planning, designing, implementing, and supporting Business Intelligence tools.

OR
  • A Bachelor's degree in Information Technology, Computer Science, or related field AND three (3) years of Information Systems experience in planning, designing, implementing, and supporting Business Intelligence tools.

OR
  • Master's degree in Information Technology, Computer Science, or related field AND one (1) year of Information Systems experience in planning, designing, implementing, and supporting Business Intelligence tools.

AND
  • Finalists must pass a comprehensive employment reference check and fingerprint-based criminal background check. A driver history check will be included for positions requiring state vehicle driving privileges. Adverse findings will be evaluated to determine eligibility for the position.

  • Strong organization skills with the ability to shift priorities quickly while continuing to make progress on all work assignments.
  • Provide expert guidance to IS and Legal Tools Program personnel in creating procedures that support Department policies, standards, procedures, and guidelines.
  • Contribute to the development of policies, standards, procedures, and guidelines.
  • Effectively communicate at all levels of the organization.
  • Make effective presentations to and speak in front of small, medium, and large groups comprised of Department managers and staff.
  • Knowledge and understanding of NIST Security and Privacy Frameworks and an understanding of NIST 800-53 r5, NIST 800-218 version 1.1, and 800-60 volume 1 and 2.

WHAT YOU WILL DO (in part)
  • Lead and collaborate with Legal Tools Program, partners, and Information Services staff in the planning and system design of the 'to be' solution for the Program.
  • Analyze, research, and plan for the right combination of systems and components to achieve Program and business functional objectives and goals including:
    • Understanding the Program strategy and outcome
    • Breakdown Program outcomes into defined parts which include products, processes, and functions in the planning and development of the to be system
    • Determine the right system architecture to achieve Program defined scope
    • Plan, analyze, document, and develop an architecture which aligns with software, hardware, user interactions, integrations, and interfaces
    • Lead and advice Program leadership on the implementation of recommended solution(s)
  • Leads in the design and development of standards, business processes, software architecture and strategic direction of the Program.
  • Builds implementation plans which involve Program and Information Services team members, partner agencies, and multiple vendors across multiple jurisdictions.
  • Leads, coordinates, advises, trains, and assists other Information Services staff in the design, development, maintenance, support and troubleshooting of systems.
  • Researches and utilizes new technologies to maximize business value. Coordinates and integrates with external federal, local, and state business partners to share data and application interfaces.
  • Perform high-level strategic planning, considering issues such as resource utilization, acquisition planning and new technologies, disaster planning, overall system performance, and security on a strategic basis.
  • Ensure system compatibility and interoperability with existing systems when recommending system changes and/or technologies new to the agency or the state.
