Job Summary
The Adult Protection Quality Assurance Consultant will perform advanced professional work to implement the commissioner's responsibility for supervision of the county administered vulnerable Adult Protection system and administration of the Minnesota Adult Abuse Reporting Center (MAARC). The incumbent is responsible for in-depth understanding of state and federal policy, program standards, data and funding for the vulnerable Adult Protection and home and community bases services systems.
Responsibilities include:
  • Analyze policy, standards and data to identify needs
  • Make recommendations, plan and implement improvements in compliance, quality, equity, safety and outcomes that have broad public impact on the most vulnerable people in our state
  • Manage complex processes associated with local, state and federal funding
  • Lead complex projects for evaluation and quality improvements in Adult Protection programs and services for vulnerable adults who have experienced, or are at risk of, physical, sexual or emotional abuse, financial exploitation, caregiver neglect, or neglect from not obtaining the food, shelter, clothing, healthcare, or supervision necessary to maintain their health
  • Serve as an expert in reconsideration for maltreatment determinations and coordinates the Vulnerable Adult Maltreatment Review Panel

The incumbent works with administrative direction and a high degree of independence. The incumbent works closely to maintain relationships with internal and external partners including across the division, with outside state and federal agencies and organizations, as well as county and tribal program administrators and leaders. Leadership and change management skills are required for this position.
Qualifications
Minimum Qualifications
3 years of specialized professional experience in Adult Protection policy and program administration demonstrating the following:
  • Experience with issues surrounding prevention, awareness, reporting, assessment, investigation, service interventions and person-centered outcomes for vulnerable adults who have experienced, or are at risk of, maltreatment
  • Understanding and ability to analyze policy, data and fiscal reports for funding streams such as Medical Assistance, state and federal grants, allocations and appropriations as well as local resources expended by local agencies

Preferred Qualifications
  • Implementing principles and procedures for monitoring and tracking allocations, expenditures and outcomes for local agencies through Brass (Budgeting, Reporting and Accounting for Social Services), Random Moments Time Studies and state produced financial reports
  • Quality assurance methods and evaluation
  • Project management standards and principles
  • Strong analytical skills including business analysis processes
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
