Duties

As a Program Analyst (Workload Planner/Project Management) at the full performance level, you will:

  • The incumbent serves as the Regions subject matter expert and focal point of contact for the Region's maintenance and construction projects' portfolio.
  • Leads and/or participates in WAPA-wide process improvement projects for workload and resource planning.
  • Leads and/or participates in the development of WAPA-wide training documents for new and existing workload and resource planning processes and procedures.
  • Integrates preventative maintenance (PM) tasks, Maximo Service Requests (SR), training, and leave into the maintenance and construction schedule for a complete integrated schedule.
  • Includes cross regional multi-disciplinary resources or outside resources (A&E) in integrated schedule.
  • Responsible for setting the agenda, coordinating, and conducting workload planning and scheduling meetings at regular intervals.

  • This position requires the ability to operate a Government vehicle. The incumbent must be at least 18 years of age, able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.
  • The incumbent must be able to obtain and maintain a Project Management Professional (PMP) certification within 3 months of employment, which must also be renewed every three years or as required to maintain certification.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify for the GS-12:
Applicants must have one year (52 weeks) of specialized experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service. This experience includes:
  • Supporting the management of individual maintenance and construction projects through planning, development, tracking, reporting, and execution of a project's scope, schedule, and budget.
  • Applying mitigation strategies to an integrated schedule to resolve overlapping or competing work group requirements.
To qualify for the GS-13:
Applicants must have one year (52 weeks) of specialized experience equivalent to the GS-12 grade level or equivalent pay band in the Federal service. This experience includes:
  • Analyzing an integrated schedule to identify the impact to the workforce for accepting additional projects and developing appropriate mitigation strategies to increase effectiveness of operations and personnel utilization.
  • Assisting management, project managers, and team members in understanding and implementing scheduling
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
