ABOUT THE DEPARTMENT
Health and Human Services Agency
The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Children's Services, Adult Services, Public Health, and Economic Mobility, with a centralized administration. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA's services to be more responsive to the needs of the public.
The Public Health Branch focuses on community-wide prevention of communicable disease, chronic disease, injury, substance abuse, family violence, and lead poisoning. Public Health helps the community develop policies and support community environments that encourage healthy behaviors. It promotes nutrition and physical activity, healthy aging, worksite wellness and healthy communities. Public Health is also where the HHSA's emergency response unit is headquartered, and its laboratory provides testing services for Shasta and numerous other Northern California counties.
ABOUT THE POSITION
Under general direction, plans and coordinates projects utilizing complex Public Health data and health outcome information; performs Public Health Program planning and project management under limited supervision; conducts health impact assessments and prepares reports; analyzes, interprets, and explains the health impacts of programs, policies, proposals, and legislation; and performs related work as required.
IDEAL CANDIDATE
At the time of posting this recruitment flyer is fora position with the Alcohol and Other Drug Prevention program. The position is situated within the Healthy and Safe Families Division and will focus on preventing substance use and building protective factors among youth. The ideal candidate will be a dynamic individual who is a self-starter and can work independently under limited supervision. This candidate must have knowledge of health policy and systems change relating to the prevention of poor health outcomes and have the ability to facilitate stakeholders from multiple sectors in achieving health related goals and objectives. Experience and a passion for working with schools and community-based organizations to strengthen the resilience of youth is highly desirable.

EXAMPLES OF ESSENTIAL DUTIES
Conducts the research, analysis, and formulation of recommendations necessary to prepare reports for a variety of Public Health projects; conducts health impact assessments (HIAs); identifies available grant funds and writes grant applications for private foundations, state and federal programs; plans and designs program evaluation studies, performs emergency preparedness planning, coordinates strategic planning efforts, and/or conducts Public Health impact assessments related to public policies; completes various special health planning projects in partnership with internal stakeholders and community organizations; attends community meetings and forms relationships with key community leaders and stakeholders; makes presentations before various groups and elected bodies; plans new program strategies and prepares scopes of work and budgets; conducts research on Public Health policy and legislation and forecasts health impacts; considers and analyzes a variety of policy solutions for various Public Health problems; may oversee subordinate work as project lead; and other duties as assigned.
TYPICAL QUALIFICATIONS
Any combination of education and experience sufficient to directly demonstrate possession and application of the following:
Knowledge of: Principles and practices of Public Health and governmental planning; principles and practice of disease prevention and control; state and local laws affecting health and health planning; nomenclature, symbols, techniques, and instruments used in health planning work; statistical research methods as applies to the collection and tabulation of data affecting Public Health and public planning; grant application preparation and grant administration; purpose, policies, procedures and regulations of health and planning advisory boards and similar entities; methods of graphic illustration and presentation.
Ability to: Collect, analyze, interpret, and apply health data to various health planning projects; organize and write lengthy and complex Public Health analysis and planning documents; prepare and present health impact assessments and related research studies; interpret and apply applicable health information and health policies to planning projects; meet and deal effectively with the public, private sector stakeholders, and governmental officials; research and present health data dealing with assigned areas; operate a personal computer for word processing, graphics, project management, and presentations obtaining current health and legislative information via the Internet.
These standards are typically attained with a bachelor's degree in Public Health, public administration, public policy, or a closely related degree, and at least 3 years of progressively more responsible experience in Public Health planning, project management, health-related program development and implementation, health assessment, program evaluation, and/or Public Health policy analysis. A Master of Public Health (MPH) or a closely related master's degree is highly desirable and may be substituted for one-year of experience.
SPECIAL REQUIREMENT
Possession of a valid California driver license.
