The City of Long Beach, Department of Health and Human Services is recruiting for one (1) unclassified, at-will, full-time Community Program Specialist IV to serve at the Data Analyst in the Collective Impact Bureau. Reporting to the Health Data and Analytics Officer, the Data Analyst will conduct quantitative and qualitative analyses using diverse data sets to support Department planning, operations, and program design and evaluation in support of the Health and Human Services policy and planning efforts. In addition, the Data Analyst will be in charge of data collection, management, and reporting. This position is located at the Main Health Center, 2525 Grand Avenue, Long Beach, CA 90815. Please note this position is offered a hybrid schedule upon successful completion of the probationary period per the City of Long Beach Hybrid Work policy.
- Provides support in planning, data collection, analysis, and community engagement for department initiatives such as Community Health Assessment, Community Health Improvement Plan, Community Health Improvement Plan Dashboard, along with other related initiatives;
- Works with Data Officer on tasks related to data collection, analysis, dissemination, prioritizing data quality and optimizing workflows;
- Informs decision-making at the department, bureau, division, and program levels using data;
- Develops easy-to-understand data reports for management and program stakeholders, including infographics, narratives, or other formats determined to be the most effective in the messaging;
- Analyzes data and statistics utilized by the Department to effectively convey narratives;
- Prepares reports that define and evaluate issues and recommend solutions that include data and written analyses;
- Identifies data needed for Department and program efforts;
- Leads design of data collection tools and processes to gather data not currently available;
- Supports departmental planning, operations, fund development, and programs with identifying appropriate existing data and creating a library of needed analyses;
- Designs process and outcome evaluations using various data and methods of data analyses with program managers to determine program effectiveness and efficiency;
- Collaborates with external evaluators and researchers to conduct empirical assessment of programs and service delivery;
- Supports with data request and fulfillment, contributes data and written content for reports to City Council and other city wide presentations and documents;
- Runs statistical programs such as R/R Studio; and,
- Performs other duties as assigned.
- Bachelor's Degree in Public Health, Health Sciences, Public Administration, Statistics, Informatics, or a closely related field (Proof of education required).
- Professional experience beyond the minimum qualifications may be substituted for the required education on a year-for-year basis.
- Three (3) years of professional experience conducting program data analysis, evaluation and design for a human or social services program or entity.
- A Master's Degree in Public Health, Health Sciences, Public Administration, Statistics, Informatics, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience. (Proof of education required).
- Valid motor vehicle operator license.
- Required to obtain a California motor vehicle operator license within 6 months if out of state. DMV K4 driver license information report printout required during onboarding for California residents.
- Willingness to work overtime, weekends, and evenings.
- Ability to:

- Communicate clearly and concisely, both orally and in writing.
- Understand and follow oral and written instructions and procedures.

- Work effectively with a wide variety of people by consistently exercising tact, good judgment and a pro-active, problem-solving focused communication style.
- Operate office equipment including computers, printers and copiers as well as the word processing, spreadsheet, e-mail, database and program specific applications. (e.g. Microsoft Word, Excel, Outlook, and PowerPoint)
- Type and enter data accurately.
- Master's Degree in Public Health, Health Sciences, Public Administration, Statistics, Informatics, or a closely related field.
- Bilingual skills (Khmer, Spanish, Tagalog, and/or Vietnamese)
