Job Title: Certified Payroll Specialist (Davis-Bacon Act)
Job Summary: We are seeking a detail-oriented and experienced Certified Payroll Specialist with expertise in handling payroll functions in compliance with the Davis-Bacon Act. The ideal candidate will have a strong understanding of prevailing wage requirements, fringe benefit calculations, and documentation processes to ensure accurate and timely payroll submissions for government-funded projects.
Responsibilities:
- Davis-Bacon Act Compliance: Ensure strict adherence to the Davis-Bacon Act and related regulations throughout the payroll process.
- Prevailing Wage Determination: Stay informed about prevailing wage rates and classifications, and accurately apply them to each employee based on their job role and location.
- Payroll Processing: Process weekly or bi-weekly payroll in compliance with Davis-Bacon Act requirements, including the calculation of regular and overtime hours, fringe benefits, and other relevant components.
- Documentation Management: Maintain organized and complete records of certified payrolls, including all necessary supporting documentation such as timesheets, pay rates, and fringe benefit information.
- Reporting: Prepare and submit accurate and timely certified payroll reports as required by the Davis-Bacon Act, including electronic submissions when applicable.
- Audit Support: Assist in internal and external audits related to Davis-Bacon Act compliance, providing necessary documentation and explanations as required.
- Communication: Collaborate with project managers, HR, and other relevant stakeholders to ensure accurate and up-to-date information for payroll processing.
- Continuous Improvement: Stay abreast of changes in Davis-Bacon Act regulations and implement process improvements to enhance efficiency and accuracy.
- Problem Resolution: Address and resolve any discrepancies or issues related to certified payroll promptly and effectively.
- Training: Provide training and guidance to employees and relevant staff on Davis-Bacon Act compliance, ensuring a clear understanding of requirements.
Requirements:
- Proven experience as a Payroll Specialist, with a focus on Davis-Bacon Act compliance. (5 years experience)
- In-depth knowledge of the Davis-Bacon Act and prevailing wage requirements.
- Exceptional attention to detail and accuracy in payroll processing and documentation.
- Strong written and verbal communication skills to effectively convey information and requirements.
- Proficient in payroll software and MS Office, with the ability to adapt to new systems.
- HR/Payroll in the Construction Industry: (1 year experience)
