    Job Description

    The Wastewater Enterprise of the SFPUC operates and maintains San Francisco's combined sewer system to protect public health and the environment. These services extend across eight urban watersheds, over 1,900 miles of pipe, and benefit every resident and visitor of San Francisco.

    The Maintenance Planning and Reliability Manager oversees the Planning and Reliability Group of the SFPUC Wastewater Enterprise. This crucial role ensures the effective operation of the Planning and Reliability Group as well as enforcing standards and guidelines in Maintenance Planning and scheduling.

    The essential duties of this position include, but are not limited to the following:

    • Plans, monitors, evaluates, and supervises the operation of the SFPUC Wastewater Enterprise, Planning and Reliability Group
    • Develops, implements and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of the SFPUC Wastewater Enterprise, Planning and Reliability Group, including assisting in the identification, development and implementation of departmental goals, objectives, policies, and priorities
    • Receives and analyzes division and departmental reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes, including labor, materials, and budgets
    • Monitors the work of and coaches subordinates to improve performance
    • Directs the allocation of resources; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities
    • Monitors and evaluates the effectiveness and efficiency of the division's service delivery system; identifies and recommends alternative approaches or improvements; implements revisions, adjustments and changes
    • Develops and enforces work standards and guidelines to be applied in Maintenance Planning, enterprise asset management, and workforce deployment
    • Serves as a liaison with ITS groups in regard to CMMS use, represents and supports CMMS end users both directly and through subordinate staff
    • Develops and implements standards and best practices regarding the use of CMMS systems
    • Oversees the implementation of Reliability Centered Maintenance (RCM) studies. Champions and directly supports the implementation of findings and recommendations from RCM studies
    • Plans, develops, and implements major or complex projects or programs which span a number of the department's established sections or divisions; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action
    • Advises and consults with section managers, field supervisors, and staff, including making or recommending final decisions regarding policy, operations, and administrative procedures, explains and justifies Departmental or administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems
    • May serve as liaison for the Department with a variety of other City/County staff, policy-making officials, and officials of outside agencies
    • Related duties as assigned
  • Qualifications

    Qualifications

    Education: Possession of a baccalaureate degree from an accredited college or university

    Experience: Five (5) years of experience in the Maintenance Planning, scheduling, and repair of buildings and grounds, industrial facilities, hospitals, utilities, or governmental entities, of which three (3) years must include supervisory experience.

    License: Class C driver's license (California license is required at time of hire)

    Substitution: Additional qualifying experience as described above may be substituted for the required education on a year-for-year basis. Thirty (30) semester units or forty-five (45) quarter units equal one (1) year of work experience.

    One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

    Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

    Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be required to complete a Minimum Qualification Supplemental Questionnaire (MQSQ) as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to:

    • Knowledge of federal, state, and local rules and regulations pertaining to wastewater treatment and facility management
    • Knowledge of principles and practices of management, administration, budgeting, training and personnel management
    • Knowledge of Computerized Maintenance Management System (CMMS) and Enterprise Asset Management (EAM) software
    • Knowledge of Reliability Centered Maintenance (RCM) concepts and methodologies, and maintenance procedures and planning techniques
    • Knowledge of wastewater treatment plant and general facilities equipment and tools, their uses and functions
    • Ability to manage, supervise, train, and coordinate the work of employees
    • Ability to identify, analyze, and report upon activities, issues, and problems and recommend appropriate solutions
    • Ability to establish and maintain effective working relationships with departmental staff, representatives of other agencies and the public
    • Ability to present facts clearly and concisely orally and in writing, including the ability to prepare reports and presentations
    • Ability to manage, supervise, and train the use of the CMMS and EAM software
    • Ability to establish standard business procedures relating to Maintenance Planning and asset management, including understanding RCM concepts and methodologies, to optimize the maintenance program of the Wastewater Treatment Facility

    A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

    Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

    The department may administer additional position-specific selection procedures to make final hiring decisions.

    Additional Information

    Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

    The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
