About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.

The Opportunity
WSDOT's Technology Services Division (TSD) is currently seeking a skilled professional to serve a senior-level IT Project Manager - Senior/Specialist in the discipline of IT Project Management. Reporting to the Enterprise Technology Project Management Office (ETPMO) Manager, this position will provide IT Project Management leadership in IT project management methodology and practices related to the acquisition, development, installation, and implementation of enterprise-wide technology projects. In this role, you will lead the development and execution of Requests For Information (RFIs) followed by Request for Proposals (RFPs) for Projects pertaining to large-scale, enterprise-wide, cloud-based systems or services. The successful candidate must be capable of directing one or more medium- to large-scale, high-risk, enterprise-wide projects assessed by the OCIO as "Under Oversight." This senior level project management position is responsible for setting standards and best practices surrounding project management, and to ensure compliance with Office of Chief Information Officer (OCIO) and Office of Financial Management (OFM) policies. The position will also provide IT business analysis functions, working with WSDOT business units state-wide to translate complex business requirements into IT system requirements, as required.
What to Expect
Among the varied range of responsibilities held within this role, the IT Project Manager - Senior/Specialist will:
  • Employ expert project management and leadership skills to independently analyze business requirements, proposed scope, budget, and resources and develop the required project documentation.
  • Independently establish and facilitate risk management, issue resolution, and formal change control processes based on the Project Management Body of Knowledge (PMBOK) and ITD Enterprise Technology Project Management Office (ETPMO) best practices.
  • Lead the effort in working closely with the IT Business Customer and Subject Matter Experts (SMEs) to independently analyze the business requirements, resources, and the proposed solution.
  • Develop an initial project budget and project work plan and present this to ITD management.
  • Facilitate the establishment of a Project Steering committee ensuring composition from IT Business Customer management, ITD management personnel and Stakeholders.
  • Establish and lead project team meetings to manage the progress of the team throughout the duration of the project.
  • Monitor project budget, adjusts schedules, resources, tasks, and deliverables according to project work plan and work schedule.
  • Coordinate project team activity with external entities to ensure compliance with mandatory design and code reviews.
  • Ensure that project status is current and broadly communicated.

Qualifications
To be considered for this opportunity, at least one (1) the following are required:
  • A bachelor's degree in Computer Science, Management Information Systems, Business, an Information Technology program, or closely related field and seven (7) years of professional (full time equivalent) experience in project management of large-scale IT projects and/or major agency-wide systems. At least five (5) years working as an IT Project Manager of large-scale IT projects and/or major enterprise-wide IT systems through the complete IT project lifecycle. OR
  • An associate degree in an Information Technology program or a closely related field and nine (9) years of professional (full time equivalent) experience in a project management of large-scale IT projects and/or major agency-wide IT systems. At least five (5) years working as an IT Project Manager of large-scale IT projects and/or major enterprise-wide IT systems through the complete IT project lifecycle. OR
  • Eleven (11) years of professional (full time equivalent) experience in a project management of large-scale IT projects and/or major agency-wide IT systems. At least five (5) years working as an IT Project Manager of large-scale IT projects and/or major enterprise-wide IT systems through the complete IT project lifecycle.

In addition to one (1) of the above, the following are required:
  • Formal training, such as University of Washington Certification in Project Management or an equivalent certification from an accredited institution.
  • Experience working with project stakeholders, governance bodies, and executive leadership.
  • A valid driver's license.

It is preferred that qualified candidates also have:
  • Knowledge and experience in Contract Management of Information Technology contracts.
  • Lean Six Sigma Green Belt Certification.
  • Certification in Prosci ADKAR Organizational Change Management (OCM).
  • Knowledge and expertise in developing RFP, RFI, and RFQ, (collectively RFXX), documents for software acquisitions and application development projects.
  • Demonstrated ability to manage the development of software products from requirement gathering through post-release ensuring adherence to established agency standards.
  • Demonstrated knowledge of the principles, procedures, and tools necessary to successfully develop, implement and administer information systems for the acquisition, storage, and retrieval of data.

  • This position offers flexible/hybrid remote work options.
  • This position may require occasional statewide travel.
