Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Opportunity
WSDOT's Capital Program Development and Management (CPDM) Division is currently seeking a Statewide Project Management Specialistto join the Capital Systems. Reporting to Headquarters, this position ensures enterprise consistency for the staff and serve as the geographically assigned professional IT subject-matter-expert or specialist in Capital Systems. In this role, you will focus on enterprise consistency in gathering and mapping business processes and using application development tools to add and modify existing business processes, customized shells, and managers. This work includes IT product implementation, testing, sustainability, while advancing the use of Project Management, program management and control systems, and the integration of current WSDOT project and program management practices as directed at the statewide level. This position will provide operational support, contribute to the development of training plans, and develop requirements documentation of the various business processes used to design projects, administer construction contracts, and report on project, program, and enterprise- wide performance. Our top candidate must possess a highly developed knowledge of transportation project and program business processes to ensure that the system is implemented in support of existing processes.
What to Expect
Within CPDM, this position reports to the Capital Systems Manager and is responsible for the Capital Systems software suite, including Oracle's Primavera (P6) Scheduler, Primavera Unifier, Primavera Contract Manager, Enterprise Content Management (ECM), and Project Reporting & Information (PRI). Although the Capital System software suite is comprised of cloud-based, commercial off-the-shelf software tools, the functionality of the software has been modified for statewide agency use by the Capital Systems business units using the Oracle uDesigner module.
Among the varied range of responsibilities held within this role, the Statewide Project Management Specialistwill:
  • Independently elicit, analyze, and document current business processes and systems.
  • Identify, document, and implement enhancements and improvements to the system using the uDesigner developer module.
  • Serve as the enterprise-wide IT Business Analyst with regard to project reporting in Capital Systems IT tools. Determines standards and develops new IT solutions or services to meet business requirements within the Capital Systems tools.
  • Collaborate with headquarters or project office subject matter experts or other specialized vendor or IT staff to determine solutions as appropriate.
  • Elicit, analyze, and create Requirements Gap Analysis documentation, and update Capital Systems IT products to meet business needs.
  • Work with the Technology Services Division on applicable Revised Code of Washington (RCWs) and OCIO Policies, Standards & Guidelines.
  • Ensure enterprise consistency when tracing IT product requirements to project office needs, and project office needs to business objectives, prioritize requirements with the project team, specialty group, and TSD technicians, documenting business requirements.
  • Review and ensure enterprise consistency in training plans for training engineering and project office staff on the use of Capital Systems software tools in capturing project schedule, cost, contract, and document management.
  • Provide operational support to headquarters staff in best practices for scope, schedule, budget, and contract data management and reporting and analysis functions within the IT products.

Qualifications
To be considered for this opportunity, the following are required:
  • A bachelor's degree in Computer Science, Management Information Systems, Engineering, or a closely related field, or equivalent professional experience.
  • Seven (7) years of relevant professional IT experience with Project Management controls and reporting software (advanced education may substitute for relevant experience on a year for year basis).
  • Three (3) years of experience creating documentation that helped clarify business needs and requirements to support stakeholder agreement about intent, features, and solution behavior and/or structure.
  • Three (3) years of experience facilitating groups of people in business, stakeholder and/or solution requirements related activities.
  • The ability to successfully research, develop and appropriately document business requirements for configuration.
  • Knowledge of the IT Project Lifecycle and Capital Project Lifecyle.
  • Prior applications programming experience with experience in the creation and implementation of user interfaces, system to system interfaces, and data modeling.
  • The ability to develop skills in Requirements Life Cycle Management - ensuring that business, stakeholder, and solution requirements and designs are aligned to one another and that the proposed solution implements them.
  • Significant skills with Microsoft Office productivity tools (MS/Office suite).
  • Confident skills in Interaction - facilitation, leadership and influencing, teamwork, negotiation, conflict resolution and teaching.
  • A broad understanding of a variety of business areas - business acumen (understanding how businesses function) and Administrative and Financial business knowledge.
  • A valid driver's license to safely and legally travel to project offices to conduct training and document business processes.

It is preferred that qualified candidates also have:
  • Certified for Project Management Institute - Professional in Business Analysis (PMI-PBA); International Institute of Business Analysis (IIBA); or Certification of Competency on Business Analysis (CCBA); or IIBA Certified Business Analysis Professional (CBAP).
  • Extensive knowledge in Project Management tools and techniques or professional certification (Primavera P6, Project Management Institute (PMI), Project Management Body of Knowledge (PMBOK).
  • Expert knowledge of existing WSDOT engineering business process for design, right of way acquisition and construction, including ability to document new engineering business requirements and processes being added or updated in PMRS.
  • WSDOT and transportation industry knowledge.
  • WSDOT transportation infrastructure asset knowledge.

  • There are over 30 project offices located throughout the state; this position may require some field observation work when eliciting business requirements for a construction site or office.

Retirement and Deferred Compensation
