The Human Resources Department develops, implements and maintains programs and processes that add value to the City of Troy and to our workplace, leading to improved employee welfare, empowerment, growth and retention, thereby solidifying the City of Troy's position as an employer of choice. Human Resources recruits and hires employees; administers benefits, safety and wellness programs; oversees performance management, compensation plans, labor negotiations, and personnel-related compliance activities.
DUTIES
- Assist Human Resources staff with long-term, short-term and ongoing department projects.
- Assist in recruitment by drafting job postings and job descriptions, advertise and assist with creatively marketing job openings, schedule appointments, correspond with applicants, create interview materials, etc.
- Assist in the evaluation of candidates by reviewing applications for minimum requirements and coordinating and completing background checks for the department.
- Support hiring and onboarding processes by creating employee ID badges, collecting and reviewing paperwork, creating and maintaining accurate records.
- Collect documents and information, summarize data and generate reports; scan paper documents to create digital records, review documents for accuracy and consistency. Create and utilize templates to aid in document consistency. Create and organize paper and electronic files. Perform data entry as needed. Review data entered for accuracy.
- Collect, send and sort department mail.
- Regularly work with confidential information; maintain highest confidentially standards.
- Explain rules, regulations and procedures to applicants and employees; provide and collect required documents.
- Support the department with clerical tasks (answering phones, greeting guests, filing, formatting and updating contracts, etc.).
- Assist in event planning and coordination.
- Order supplies and other items for the department and Human Resources staff. Track and maintain ordering information and invoices.
- May be backup to processing and reconciling invoices.
- Perform other duties as assigned.
REQUIREMENTS
- Associate Degree (or 60 credit hours toward a Bachelor Degree) in Human Resources, Public or Business Administration, or a related field from an accredited college or university.
- Two years of recent responsible work experience performing work supporting a Human Resources or similar office, maintaining confidential records, and/or recruitment and selection.
- May consider applicants with an equivalent combination of training and experience.
- Knowledge of and skill in following laws related to recruitment and selection of job candidates.
- Proficient skill in Microsoft Office, specifically Outlook, Word and Excel.
- Ability to successfully organize and coordinate several projects simultaneously.
- Must possess a valid Michigan driver license with a good driving record (based on City of Troy standards).
- Applicants must meet LEIN (Law Enforcement Information Network) security standards in order to have access to the Police Department. As a condition of employment, the successful candidate must pass a background check and pre-employment physical including drug screen, including marijuana.
PREFERENCES
- Bachelor Degree in Human Resources, Public or Business Administration, or a related field.
- Experience using applicant tracking/online applications software, (ApplicantPro or similar).
- Recent Human Resources experience for a municipality, other public employer or non-profit entity.
- Recent experience with Human Resources information systems, (Tyler New World Systems logos.net or similar).
HOURS
- Part-time, year-round. Variable 12 - 28 hours per week.
- Monday - Friday; some flexibility of workdays and work hours between 8:00 AM and 4:30 PM.
- Preferred schedule currently is Mondays through Thursdays, 9:00am to 4:30pm
