Description
The Town of Garner has an exciting opportunity for an HR professional to join our team as an Human Resources Analyst.
The HR Analyst will have an active role in developing and modernizing current HR processes to accommodate future growth and technological advances.

Qualified applicants should be familiar with the functional areas of HR such as: benefits administration, employee relations, performance management, onboarding, policy implementation, recruitment, employment law compliance and HR best practices.
Examples of Duties
  • Makes recommendations to Human Resources Director for programs, process improvements, solutions to address Town's current and future needs.
  • Supports recruitment and selection activities including job posting, applicant tracking, pre-employment and job offers.
  • Assists employees in understanding and utilizing benefits and answering employee questions.
  • Perform leave administration duties including FMLA qualification & tracking, personal leave management and associated correspondence.
  • Processes performance evaluations and personnel actions associated with pay and position changes.
  • Counsels employees and supervisors on policies, employee relations, interpersonal communication, training opportunities, disciplinary processes.
  • Receives and responds to employee concerns.
  • Presents new employee orientation in coordination with other department members.
  • Maintains personnel files and releases personnel information in accordance with the N.C.G.S. § 160A-168. Privacy of employee personnel records.
  • Respond to employment verification requests.
  • Reviews and approves routine invoices for services or expenses.
  • Issue new and replacement employee ID cards and maintain badge system.
  • Effectively communicates in oral and written formats.
  • Performs other related duties as required.

Minimum Qualifications
The ideal candidate will have at least a Bachelor's Degree in Human Resources Management, Business Administration or a related degree and at least 2 years of progressively responsible experience in an HR Specialist, HR Generalist, HR Analyst or HR Assistant role or equivalent role in Human Resources.
This position exercises a thorough knowledge and application of state and federal employment laws. Although public sector Human Resources management experience is not required, it will prove helpful, especially in the areas of recruitment and selection, benefits and employee relations.
This position interacts with employees at all levels of the organization and the general public.
Qualified applicants must:
  • possess at least a Bachelor's Degree in Human Resources Management, Business Administration, or a related field
  • have at least 2 years of HR experience as described above.
  • be proficient with Microsoft Office
Public sector Human Resources management experience is preferred.
Current Human Resources professional certification is preferred.

The salary listed in the hiring range for this position. The starting salary will be determined based on the selected candidate's skills and qualifications.
