Job Summary
Under administrative direction, is responsible for performing administrative-level work supervising a division of the Human Resources Department. Plans, organizes, and directs the activities of one of the specialized divisions of Human Resources including Recruitment and Support, Classification and Compensation, and Employee Relations. Working conditions are in an office environment. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Benefits and Support
- Oversees the planning and development of employee benefits such as retirement, life and health insurance, unemployment compensation, long-term disability, optical and dental insurance programs.
- Oversees the preparation of the annual benefits budget.
- Represents the City with outside vendors and consultants.
- Directs the development of management studies, surveys and analysis, including internal and external surveys.
- Manages professional benefits staff in administering and monitoring benefits plans.
- Prepares policies governing insurance plans.
- Evaluates adequacy of current programs and recommends plan design changes or the additions of new plans.
- Resolves issues regarding the requirements and provisions of benefit programs.
- Negotiates contracts for various employee benefits with private organizations.
- Supervises and participates in legal, fiscal, and procedural monitoring activities.
- Confers with consultants concerning various benefit programs to design and implement employee benefits.
- Performs related duties and fulfills responsibilities as
required.
Job Requirements
- Bachelor's Degree from an accredited college or university with major coursework in Personnel Management, Public Administration, Insurance, Business Administration or a related field.
- Six (6) years of progressively responsible experience in the required personnel specialty.
- Or Equivalent combination of education and experience.
- Valid Class 'C' Texas Driver's License.
PREFERRED QUALIFICATIONS:- Five (5) or more years of experience in the administration of employee benefits.
- Five (5) or more years of supervisory responsibility.
- Master's Degree from an accredited college or university.
- Experience with Lean / Six Sigma and process improvement techniques.
- Ability to analyze and interpret large quantities of data.
- Ability to exercise creative thinking and analysis.

Resources planning techniques. - Knowledge of principles and practices of budget preparation and administration.
- Knowledge of current issues and market trends related to the activities and operations of assigned area.
- Skill in operating a personal computer and utilizing applicable software.
- Ability to conduct research studies and prepare detailed and accurate reports.
- Ability to communicate effectively.
- Ability to analyze complex salary and classification data and make decisions and recommendations.
- Ability to use audio/visual equipment for multi-media presentations.
- Ability to establish and maintain effective working relationships with subordinates, co workers, supervisors, and the general public.
