We are currently recruiting for a Human Capital Management Manager (Human Resources Manager) to manage and oversee the areas of personnel, recruitment & retention, labor relations, education & training, EEO, and employee benefits for our employees!! Responsibilities include, but are not limited to:
What you will do:
- Supervise a team of HR staff and manage all Human Capital Management programs at regional psychiatric hospital and affiliated Community Support Network program [e.g., recruitment/retention, labor relations, benefits administration, EEO/diversity and inclusion, etc.]; provide administrative direction to HR staff to ensure compliance with applicable policies, procedures, collective bargaining agreements, state and federal laws/rules.
- Provide technical advice, assistance and consultation to hospital managers and human resources staff; meet with hospital employees regarding human resources programs and concerns; assist hospital in finding solutions to problems and administering and improving programs.
- Plan and direct management evaluation and monitoring systems for various employment actions to ensure optimum productivity, efficiency and quality of HR operations; plan, develop and implement monitoring systems and tools to assure that HR policies and practices (e.g., discipline, grievances, FMLA, etc.) are administered fairly and consistently and in accordance with federal and state laws and rules, and bargaining unit agreements.
- Effectively recommends hiring, discharge, disciplinary action, promotion, etc. of ABH staff.
- As a member of Executive Staff, participates in development of plans for operation of facilities, staffing plans, new & existing hospital policies & procedures.
- Advises CEO/Executive Staff and supervisors of personnel/labor relations issues; clarifies collective bargaining agreements, departmental rules, Ohio Civil Service Laws, policies & procedures, etc.; meets with union representatives to discuss & resolve grievances.
- Conducts &/or attends various agency meetings/workshops.
- Presents in-service trainings to ABH supervisor/administrative staff regarding Human Capital issues.
- Assists CEO and other ABH administrators and acts in their absence by relieving administrators of non-routine duties; interacts with Central Office and general public in resolving issues; takes appropriate action to deal with emergency situations.

Completion of undergraduate core program in human resources, business or public administration; 24 mos. exp. in human resources which included 12 mos. exp. in supervisory &/or management principles & techniques.
-Or 4 yrs. exp. in human resources.
-Or 12 mos. exp. as Human Capital Management Senior Analyst, 64613.
-Or equivalent of Minimum Class Qualifications For Employment noted above.
